About the Role
We are seeking a Lead Technical Program Manager (Cloud) to oversee the delivery of complex, cross-team cloud programs, including migrations, platform and landing zone builds, and infrastructure modernization. You will ensure program plans are complete, dependencies are visible, and leadership is informed of progress in a regulated environment. A strong technical understanding and experience with scaled agile delivery and AI-enabled working are essential.
Responsibilities
- Own end-to-end delivery of multiple concurrent hybrid cloud programs across AWS, Azure and on-prem.
- Translate strategy into measurable outcomes and present trade-offs on scope, timelines, capacity, and budget to senior leadership.
- Manage resource program allocation with finance, product, and engineering partners, considering the cost impact of delivery decisions.
- Build and maintain a working understanding of cloud platform components and identify design-related risks.
- Map the full route from commit to production, planning around lead times with clear ownership and delivery targets.
- Identify and manage cross-team dependencies such as namespaces, landing zones, network connections, certificates, or vendor and security reviews.
- Challenge engineers on estimates, identifying gaps in areas like environment provisioning, access requests, pipeline changes, security sign-off, integration testing, observability, or rollout.
- Understand release approaches (e.g., blue-green, canary, phased rollout) and rollback strategies.
- Set go/no-go criteria with technical leads and lead readiness decisions.
- Ensure architecture and design decisions are raised early, owned by engineers and architects, and made in time to protect the schedule.
- Manage RAID logs and delivery health metrics, providing clear status reporting to steering committees and senior stakeholders.
- Collaborate with security, risk, architecture, and compliance teams to ensure deliverables meet regulatory, resiliency, and control requirements.
Requirements
- 7+ years of experience leading technical programs, with a proven ability to identify, track, and mitigate risks, dependencies, and blockers proactively.
- Experience delivering cloud, infrastructure, or platform programs into production, such as migrations, platform builds, or environment readiness.
- Deep understanding of how cloud infrastructure works across AWS, Azure, and on-prem, including key platform components and their dependencies.
- Strong understanding of the path to production, including CI/CD, infrastructure as code (e.g., Terraform, CloudFormation, ARM/Bicep, Ansible), security scans, and change approval.
- Ability to challenge estimates that appear incomplete during refinement and planning.
- Ability to explain lift-and-shift, re-platforming, and re-architecting, and link each option to cost, timeline, and risk.
- Understanding of blue-green, canary, and phased releases, rollback, and go/no-go readiness.
- Experience planning security and compliance into delivery from the outset, including IAM, network segmentation, encryption, and audit requirements.
- Experienced in executive reporting, using delivery metrics to drive decisions and influence senior executives and technical leaders.
- Proficient in Jira and Confluence for project tracking, workflow management, and reporting.
