About the Role
FST Technical Services is seeking an experienced Lead Commissioning Manager to oversee commissioning activities for a large-scale semiconductor manufacturing facility build. This leadership position manages commissioning across multiple disciplines, ensuring critical facility infrastructure and systems are installed, tested, commissioned, and turned over in accordance with project specifications, industry standards, and client expectations. The ideal candidate has extensive experience leading commissioning teams on complex semiconductor fabrication (FAB) projects, with strong knowledge of mechanical, electrical, process utility, and facility support systems. This position coordinates closely with the owner, construction management, engineering teams, contractors, equipment vendors, and project stakeholders.
Responsibilities
- Lead multidisciplinary commissioning teams, including engineers, discipline leads, technicians, and support personnel.
- Develop and execute commissioning plans, schedules, procedures, and project-specific strategies.
- Oversee construction completion, pre-functional testing, functional performance testing, integrated systems testing, and final turnover.
- Provide technical leadership across mechanical, electrical, controls, and process utility systems.
- Set priorities, allocate resources, meet milestones, and resolve technical challenges and schedule constraints.
- Oversee commissioning of critical semiconductor facility infrastructure, including HVAC, air handling, makeup air, and cleanroom environmental controls.
- Oversee commissioning of chilled water, process cooling water, condenser water, and heating systems.
- Oversee commissioning of electrical distribution, substations, switchgear, transformers, UPS, and emergency power.
- Oversee commissioning of building automation systems (BAS), facility monitoring systems (FMS), and controls.
- Oversee commissioning of ultra-pure water (UPW), process gases, specialty gases, chemical distribution, and process utilities.
- Oversee commissioning of compressed dry air (CDA), vacuum, exhaust, and abatement systems.
- Oversee commissioning of fire protection, life safety, and supporting facility infrastructure.
- Coordinate startup, equipment verification, functional testing, and integrated systems testing.
- Align commissioning with operational requirements, design intent, and semiconductor manufacturing standards.
- Coordinate interfaces between base-build infrastructure, process utilities, and manufacturing equipment support systems.
- Maintain commissioning schedules aligned with construction milestones and facility turnover.
- Coordinate with general contractors, subcontractors, vendors, engineers, and client representatives.
- Lead coordination meetings, progress reviews, and technical discussions.
- Monitor progress, identify delays, and implement corrective actions.
- Manage test procedures, deficiency logs, progress reports, and turnover packages.
- Track and close commissioning issues; support readiness reviews, mechanical completion, and turnover acceptance.
- Ensure compliance with project quality requirements, applicable codes, and client specifications.
- Promote site safety and adherence to EHS requirements.
- Verify testing records, commissioning documentation, and acceptance criteria.
- Identify risks, implement mitigations, and support quality audits and inspections.
- Represent commissioning to the client and project leadership.
- Report progress, risks, manpower needs, and schedule performance.
- Resolve stakeholder concerns and support resource planning and execution strategies.
