About the Role

Human Rights Watch (HRW) is seeking an experienced Senior People & Culture Partner for a six-month temporary assignment. This role will provide immediate, flexible capacity to the People & Culture team, focusing on talent acquisition and global mobility, with support for onboarding and other priority needs. The role will maintain continuity during planned absences, including a three-month leave of the Associate Director, Talent Acquisition & Global Mobility, beginning in December, and a parental leave on the Talent Acquisition team. The position will report to the Associate Director and then to the Director of People & Culture during the Associate Director’s leave. The position will be based in the New York office, and will be expected to work from the office as needed. The successful candidate will be a seasoned global HR generalist with strong international recruitment experience, able to integrate quickly, work independently, and adapt to evolving priorities.

Responsibilities

  • Manage a portfolio of searches across functions and levels, including senior roles, from intake through offer and onboarding.
  • Supervise the Talent Acquisition team day to day during the Associate Director’s leave, keeping searches on track and resolving issues.
  • Advise on worker classification and support the administration of consultancy agreements.
  • Maintain continuity of global mobility operations, coordinating relocations, immigration, work authorization, and cross-border employment matters with internal stakeholders and external providers.
  • Track global mobility cases through completion, escalating complex issues as appropriate.
  • Provide support on critical People & Culture priorities, which may include projects, initiatives, change management, and resolution of emerging issues.
  • Partner with colleagues across Employee Relations, Compensation, Talent Management, and People Operations to provide additional capacity where it is most needed.
  • Apply relevant expertise and strengths, with assignments aligned to areas where the individual can make the greatest contribution.
  • Perform other tasks as may be required.

Requirements

  • A bachelor’s degree or a related field or equivalent work experience is required.
  • A minimum of seven years of progressive HR experience spanning talent acquisition, global mobility, and/or HR business partnering.
  • Experience supervising a small team is strongly preferred.
  • Applicants must possess valid US work authorization.
  • HRW is not able to provide work visa sponsorship for this role.

Skills

  • Strong talent acquisition expertise, including professional and senior-level recruitment.
  • Working knowledge of global mobility, immigration, and cross-border employment.
  • Ability to assess worker classification and manage consultancy agreements.
  • Demonstrated ability to integrate quickly into a new organization and contribute with minimal ramp-up.
  • Comfort moving between strategic and hands-on work, with a strong commitment to execution and follow-through.
  • Strong organizational skills, with the ability to manage competing priorities, stakeholders, and deadlines.
  • Excellent communication and relationship-building skills, with the ability to work effectively across cultures and organizational levels.
  • Sound judgment and discretion in handling sensitive and confidential matters.
  • Adaptable and collaborative, with the ability to navigate a fast-paced environment and changing priorities.
  • Experience in an international nonprofit, INGO, human rights, or other mission-driven organization.
