About the Role
This role is a force multiplier for the CTO and the Product, Engineering, and Implementation leadership team, operating as an extension of the CTO. You will absorb context, make prioritization calls, wield authority, and run the operating system of a technical organization. Beyond execution, you will manage the Product/Eng org's operating cadence, budget, and people planning, and build and lead the organization's Program Management Office.
Responsibilities

- Manage operating cadence, including staffing meetings, roadmap planning, portfolio reviews, and leadership offsites.
- Build and lead a team of technical program managers, setting hiring and development standards.
- Own the portfolio view of in-flight programs and customer deliveries, including intake, prioritization, and delivery standards.
- Facilitate cross-functional integration across Product, Engineering, and Implementation teams.
- Manage decision and information flow to the CTO.
- Develop executive communications, including board and all-hands material.
- Partner with the People CoE on headcount planning, org design, and leveling/comp within Product/Eng.
- Own the Product/Eng budget and track spend against the plan, modeling headcount and vendor trade-offs.
- Partner with FP&A to define and track success metrics aligned with business levers.
Requirements
- Approximately 10 years in product management, technical program or portfolio management, strategy, business operations, or a role with genuine operational ownership.
- Proven ability to manage multiple parallel workstreams, competing stakeholders, and ambiguous ownership.
- Experience building or running a PMO or program portfolio with effective intake, prioritization, and delivery-tracking processes.
- Experience managing and growing a team, including hiring, coaching, and providing feedback.
- Sufficient technical fluency to engage in conceptual discussions about APIs, infrastructure, deployment, and architecture.
- Financial and operational fluency, including budget management and headcount/spend trade-offs.
- Comfort with org design and workforce planning as a partner to a People function.
- Ability to influence beyond your own team through trust, framing, and timing.
- Extreme organizational precision with legible systems and clean communication.
- Experience delivering programs under government contracts (milestones, deliverables, compliance reporting) is a plus.
- Experience building production systems with LLMs, agents, evals, or retrieval is a plus.
- Experience using engineering metrics such as DORA or SPACE is a plus.
- Background in trade, supply chain, compliance, or working with government customers is a plus.
