About the Role
Goodwill Central Texas is seeking an experienced Senior Technical Program Manager to lead complex digital and technology initiatives from discovery through launch. This role connects business stakeholders, technical teams, leadership, and external delivery partners to translate strategic priorities into actionable plans and measurable outcomes.
Responsibilities
- Lead complex technology initiatives from intake and discovery through launch and post-launch evaluation.
- Translate business strategies, product priorities, and technology roadmaps into actionable delivery plans with clear scope, milestones, dependencies, resource needs, release schedules, and measures of success.
- Own and maintain portfolio roadmaps, program backlogs, delivery priorities, dependencies, and release plans in Jira.
- Partner with business owners, product owners, and technology leaders to prioritize work based on business value, urgency, risk, capacity, and technical dependencies.
- Manage multiple concurrent initiatives, resolving resource and stakeholder conflicts while ensuring delivery expectations for schedule, scope, budget, quality, and business outcomes are met.
- Coordinate technology delivery across internal technical teams, business units, vendor-provided engineers, implementation partners, and other external resources.
- Own the technology scope, delivery plan, schedule, dependencies, and risks for initiatives with a material technology component.
- Partner with business owners to coordinate business decisions, operational readiness, and other nontechnical deliverables that affect technology delivery.
- Integrate vendor commitments and deliverables into the overall roadmap, backlog, schedule, and status reporting, monitoring performance and escalating concerns when needed.
- Provide stakeholders and leadership with clear updates on delivery progress, risks, dependencies, decisions, and issues requiring resolution.
- Develop sufficient understanding of the systems, integrations, data flows, and technical constraints involved in each initiative to coordinate delivery effectively.
- Engage the appropriate technical and business subject-matter experts to identify options, evaluate risks and constraints, and understand potential operational and business impacts.
- Facilitate technical discussions and ensure recommendations, tradeoffs, decisions, and follow-up actions are clearly documented and communicated to relevant stakeholders.
- Partner with technical teams to translate complex solutions into manageable workstreams, milestones, dependencies, and deliverables.
- Proactively identify, assess, and communicate program risks, blockers, dependencies, resource conflicts, and scope changes; develop mitigation plans and facilitate timely escalation, decisions, and issue resolution.
- Identify and manage risks associated with vendor capacity, technical dependencies, delivery commitments, access requirements, knowledge transfer, and transition planning.
- Establish governance, reporting, and escalation practices appropriate to each initiative, maintaining decision logs, delivery reports, dashboards, and other documentation needed to provide visibility into program health.
- Apply Agile, Scrum, Kanban, hybrid, or other delivery approaches appropriate to the initiative, facilitating core activities such as planning, backlog refinement, stand-ups, reviews, retrospectives, and release planning.
- Use Jira to manage backlogs, workflows, delivery status, dependencies, releases, and reporting, and use Confluence to maintain requirements, decisions, governance materials, and shared program knowledge.
- Define and monitor measures of delivery performance, including program health, capacity, predictability, quality, and progress toward business outcomes.
- Use delivery data, retrospectives, and post-launch reviews to identify root causes, capture lessons learned, and implement improvements to team workflows and delivery practices.
- Perform other duties as assigned, consistent with training and qualifications.
- Supervise the Technical Program Manager position(s).
Requirements
- Bachelor's degree in Computer Science, Engineering, Information Systems, Business, Project Management, or a related field, or an equivalent combination of education and relevant experience.
- 10+ years of experience working on technology projects in a cross-functional environment.
- Demonstrated experience leading complex technology initiatives through planning, execution, launch, and post-launch evaluation.
- Experience working in Agile environments and facilitating planning, backlog refinement, prioritization, reviews, retrospectives, and release activities.
- Hands-on experience using Jira and Confluence to manage roadmaps, backlogs, priorities, schedules, dependencies, risks, documentation, and delivery reporting.
- Ability to connect business objectives and requirements with actionable plans for technical teams, facilitating decisions and communication between technical and nontechnical stakeholders.
- Strong organizational, analytical, and problem-solving skills, with the ability to manage multiple initiatives, competing priorities, dependencies, and ambiguity.
- Experience coordinating internal teams, business stakeholders, and external delivery partners while maintaining clear accountability for commitments and outcomes.
- Experience supporting a business function or technology portfolio such as Finance, Human Resources, Payroll, Benefits, Workforce Services, Marketing, Staffing, or internal Technology.
- Experience with one or more relevant platforms, such as ADP, Microsoft Dynamics 365 Finance and Operations, CaseWorthy, HubSpot, Microsoft SharePoint, enterprise data platforms, cybersecurity platforms, or comparable systems.
- Experience planning and coordinating system implementations, enhancements, integrations, migrations, or process improvements across business and technology teams.
