About the Role
Base’s Compliance Officer will lead compliance across the company within the Legal/Regulatory/Policy function. You will own the program to ensure Base remains in good standing with regulators, establishing processes for timely and accurate regulatory filings. This role involves building a scalable compliance program as Base's regulatory footprint expands into new markets, reporting to the Chief Legal Officer and collaborating with leadership and all company functions.
Responsibilities
- Build and own Base’s compliance program, including risk assessment, policies and procedures, training, monitoring, and testing, adapting it for new states and rule changes.
- Set priorities, assist with filing preparation, and develop repeatable playbooks from market learnings.
- Act as Base’s primary compliance contact for regulators such as PUCT, ICC, FERC, and ISOs/RTOs.
- Maintain audit-ready records, including filing calendars, evidence, and audit trails for all regulator-facing actions.
- Monitor rulemakings and changes in active jurisdictions, briefing leadership on business implications and operational requirements.
- Integrate compliance into daily operations and systematize approaches for marketing review, contract authorization, consent EDI flows, and complaint handling.
- Investigate potential violations, determine self-reporting needs, address root causes, and ensure issue resolution.
- Ensure compliance requirements extend to installer partners, vendors, and utility partners.
- Report on program health to leadership, including open issues, upcoming deadlines, and areas of exposure.
- Oversee energy trading compliance, covering CFTC, FERC, exchange, and market rules, trader training, market manipulation prevention, trading controls, and reporting/recordkeeping.
Requirements
- 7+ years of compliance experience in a heavily regulated industry (utility, retail electric provider, alternative supplier, ISO/RTO, state commission), with a preference for direct energy experience.
- Proven experience building or managing a compliance program, encompassing risk assessment, controls, testing, and training.
- Working knowledge of retail electric provider rules, the Texas Administrative Code, or similar state frameworks.
- Proficiency in reading tariffs and administrative codes and translating them into operational requirements.
- Direct, fact-based written communication skills and the ability to guide the company on compliance matters.
- Strong project management skills, a proactive approach to taking ownership, and comfort in a fast-paced, unstructured environment.
