The position offers significant autonomy and direct impact on the company's ability to operate and grow globally.

Responsibilities

  • Classify Maybell products, components, software, and technical data under the EAR, including quantum-specific ECCNs.
  • Determine license requirements per transaction and manage BIS license applications and exception determinations.
  • Obtain and manage export licenses for Singapore operations and maintain them.
  • Manage equivalent export control processes with German, Singaporean, Finnish, and other national regimes.
  • Maintain auditable classification records and jurisdictional determinations.
  • Own the deemed export program, assessing nationality-based access requirements for controlled technical data.
  • Partner with IT and engineering to define access controls on technical documentation systems.
  • Support hiring and onboarding decisions involving foreign national access to controlled technology.
  • Maintain a log of employee nationality and immigration status as required.
  • Conduct restricted and denied party screening for customers, distributors, suppliers, and visitors.
  • Perform end-use and end-user diligence, including red flag escalation.
  • Identify and apply for necessary export licenses for specific deals and track them.
  • Support commercial negotiations on export-related contract terms.
  • Ensure Maybell's suppliers and partners comply with the EAR, including onboarding diligence and contractual commitments.
  • Review supply chain strategy for export control implications.
  • Confirm proper classification and authorization for outsourced parts and associated technical data.
  • Monitor emerging supply chain risks and drive mitigation strategies.
  • Develop and maintain the staff travel policy for export control compliance.
  • Actively monitor employee travel declarations and IT reports for compliance.
  • Build and maintain Maybell's Export Compliance Program, including procedures, training, recordkeeping, and internal audits.
  • Deliver role-specific training to departments.
  • Manage outside trade counsel and consultants, scoping their work and owning internal decisions.
  • Prepare compliance materials for investor and customer diligence.
  • Exercise explicit authority to hold shipments, transfers, or technical data disclosures pending compliance resolution.
  • Escalate unresolved conflicts between compliance determinations and commercial/operational commitments to the CEO.

Requirements

  • 5+ years in export controls or trade compliance for Manager, or 8+ years with multi-jurisdictional program ownership for Senior Manager.
  • Direct hands-on responsibility for classification and licensing under the EAR.
  • Demonstrated experience filing and managing BIS licenses.
  • Working knowledge of deemed export requirements and operating a program in a multinational engineering organization.
  • Experience in hardware manufacturing with controlled products (aerospace, defense, semiconductor capital equipment, scientific instrumentation, or similar).
  • Judgment and spine to make difficult compliance decisions.
  • Exposure to EU dual-use regulation and at least one national European regime (German BAFA, Finnish Ministry for Foreign Affairs, Dutch national controls) preferred.
  • Experience building a compliance program rather than inheriting one preferred.
