About the Role

RSM is seeking an experienced Frameworks & Dynamic Markets Manager to lead the firm's strategic and operational approach to identifying, qualifying, applying for, and managing framework positions. This role focuses on shaping procurement routes, strengthening application readiness, and ensuring effective management and utilization of framework positions, rather than writing or managing individual client bids.

Responsibilities

  • Lead early qualification conversations for new frameworks.
  • Prepare and present assessments of previous framework activity for re-application decisions.
  • Establish application plans, governance, milestones, responsibilities, and internal review routes for approved frameworks.
  • Interpret procurement documents and translate requirements into response plans.
  • Coordinate input from business teams and core functions for applications.
  • Maintain a central register of framework, dynamic market, and master services agreement positions.
  • Maintain visibility of framework expiry and renewal dates, proactively engaging stakeholders.
  • Create and maintain an intranet hub for framework and dynamic markets information.
  • Develop and deliver training on framework and dynamic market operations.

Requirements

  • Significant experience of frameworks, dynamic purchasing systems or dynamic markets, procurement routes or complex supplier applications, ideally within professional services, consultancy or a similarly complex B2B environment.
  • Strong understanding of public sector and/or financial services procurement practices, including relevant legislation, regulatory expectations and procurement portals.
  • Demonstrable experience of building and managing an opportunity pipeline, conducting structured qualification and turning market intelligence into practical business preparation.
  • Strong commercial judgement, with the ability to assess strategic fit, potential value, capability, risk, investment and resource requirements and to form clear recommendations.
  • Excellent programme and project management skills, with the ability to coordinate multiple long-lead and live procurement activities simultaneously.
  • Strong stakeholder engagement and influencing skills, with the confidence to convene senior leaders, clarify ownership, challenge constructively and secure timely decisions.
  • A highly organised, proactive and detail-oriented working style, with the discipline to maintain accurate records, governance, reporting and follow-through.
  • Excellent written and verbal communication skills, including the ability to interpret complex procurement information and explain requirements clearly to different audiences.
  • Experience coordinating cross-functional input from legal, risk, finance, technology, information security, sustainability, marketing and operational teams.
  • An analytical and continuous improvement mindset, with the ability to identify trends, gaps and practical opportunities to strengthen RSM's framework portfolio and operating approach.
  • PRINCE2 or a similar project management qualification is desirable.
