About the Role
The Economic Regulation and Competition Policy (ERCP) team, part of the Civil Aviation Authority’s (CAA) Consumers and Markets Group (CMG), protects consumers by ensuring airports and air traffic service providers do not exploit their market position. The team oversees the CAA’s competition responsibilities and provides economic analysis and advice for its wider policies and initiatives. This role involves leading significant parts of the work on the regulation of airports and NATS, and contributing to policy programmes across the CAA, reporting to a Programme Director. The initial focus will be on developing the approach to implementing and overseeing regulated companies’ capital programmes, including monitoring costs, efficiency, assessing benefits, and implementing incentives for timely delivery. The role will also involve scrutinising and overseeing proposed capital expenditure for price control reviews and airport capacity expansion, adapting to changing team programmes and priorities. Responsibilities include developing and delivering coordinated work plans, identifying effective analysis and oversight approaches, engaging with senior stakeholders, and ensuring timely delivery of technical analysis and policy supported by robust evidence and quality assurance. The role requires applying first principles to resolve issues and producing high-quality documents for publication, with excellent drafting and editing skills being essential. This permanent role offers opportunities for professional development, working with an experienced team, engaging with senior leaders, and contributing to high-profile economic and policy issues.
