About the Role
Cboe Europe is seeking an experienced Outsourcing and Third Party Risk Management Lead to take first-line ownership of how Cboe Europe identifies, assesses, and manages the risks arising from its use of outsourcing, ICT, and other third party providers. This role will own the third party risk lifecycle, lead the implementation of DORA and FCA reporting requirements, and work with various teams to strengthen the resilience of trading services. The role utilizes an AI-first approach to automate key processes.
Responsibilities
- Own the third party and ICT third party inventory, including outsourcing and DORA registers, material third party arrangements, and mapping of third parties to business services.
- Ensure automated data quality, reconciliation, and evidence-gathering controls for accurate register data.
- Strengthen the First Line of Defence through robust policies, procedures, controls, and continuous improvement.
- Run first-line third party risk assessment, due diligence, and contracting, acting as the first point of contact for business owners.
- Coordinate proportionate, risk-based due diligence across various risk domains.
- Assess criticality and materiality based on DORA and FCA/PRA criteria.
- Work with Legal and Procurement to embed DORA Article 30 contractual requirements.
- Document exit strategies, substitutability analysis, and stressed exit plans.
- Design and deliver third party related resiliency testing.
- Support first line teams with DORA Chapter V implementation planning.
- Translate FCA PS26/2 and FG26/4 into operational processes and controls.
- Coordinate cross-functional implementation with Technology, Operations, Legal, Procurement, and Product.
- Run the ongoing monitoring programme for third parties.
- Prepare and submit regulatory returns and notifications.
- Work with compliance SMEs for operational and ICT incident reporting involving third parties.
- Maintain third party risk management information and report to senior management.
- Track and report remediation of due diligence findings and control gaps.
- Act as a key partner to Operations, Technology, and Procurement functions.
Requirements
- At least five years’ experience in outsourcing and third party risk management, technology risk, or operational resilience within a regulated financial services environment.
- Working knowledge of DORA Chapter V on ICT third party risk, the EBA Guidelines on Outsourcing Arrangements, and FCA and PRA outsourcing and third party expectations.
- Experience running due diligence and ongoing monitoring across material third parties.
- Experience using AI-driven scalability to enhance due diligence, evidence review, data handling, and records maintenance.
- Excellent written and verbal communication skills, with the ability to discuss risk trade-offs with stakeholders.
- Strong stakeholder management skills, with the ability to influence effectively across business teams and management structures.
- Highly organised, with a pragmatic, risk-based mindset and the ability to manage a large portfolio of third parties.
- Experience with IT Asset Management, Software Asset Management or related practices (stand-out).
- Experience driving supplier performance, governance and service delivery (stand-out).
