About the Role

Circle is seeking a Regulatory and Licensing Program Manager to oversee licensing applications from strategy through approval. This role involves managing multiple applications concurrently, defining program standards, and utilizing AI heavily for efficiency. The position offers early visibility into sensitive business and regulatory decisions, requiring discretion and influencing skills as an individual contributor.

Responsibilities

  • Support Circle's licensing applications end-to-end, from market entry case to approval, managing several programs simultaneously.
  • Build program plans for each market, including sequencing, dependencies, owners, and dates, serving as the central reference.
  • Partner with cross-functional teams (Legal, Commercial, Compliance, Finance, Treasury, Product, Engineering, People & Workplace) to translate regulatory requirements into actionable plans.
  • Facilitate working sessions and executive steering committee briefings to advance programs, including agenda setting, decision framing, and outcome tracking.
  • Track and manage risks across all active programs, owning the escalation path and ensuring early involvement of key personnel.
  • Define and manage reporting and metrics for senior leadership and cross-functional partners on the status of each market in the portfolio.
  • Establish and evolve scalable service standards for managing regulatory and licensing programs.
  • Support external procurement activities, including scoping, contracting, budgeting, and delivery, as directed.
  • Enhance the global policy organization's operations by applying discipline to consultations, submissions, briefings, events, and other team needs.
  • Serve as the program management point of contact for the global policy organization, setting program standards and assisting team members in planning, communication, and execution.

Requirements

  • 7+ years of program or project management experience.
  • At least 4 years supporting regulatory, licensing, legal, or compliance work in financial services, fintech, or a similarly regulated company.
  • Direct involvement in at least one license, registration, or charter application from early requirements to submission, or end-to-end management of a regulatory examination or remediation.
  • Experience delivering complex, multi-month programs with numerous dependencies and uncontrollable deadlines.
  • Ability to hold senior colleagues accountable for commitments without direct authority.
  • Proactive risk identification and escalation, even when uncomfortable.
  • Daily, practical use of AI in personal work, including research, analysis, and internal reporting, with an understanding of necessary human oversight.
  • Proven track record of building with AI, such as shipping reporting workflows, automations, or internal tools.
  • Strong written communication skills, capable of synthesizing extensive inputs into concise, actionable executive summaries.
  • Discipline to see requirements through to completion and sound judgment with confidential and privileged information.
  • Flexibility to adjust working hours for licensing and regulatory activities across time zones, including occasional demands outside normal business hours.
  • Familiarity with generative AI models (e.g., ChatGPT, Gemini) and prompt development.
  • Experience with Slack, Apple MacOS, and GSuite is preferred.
