About the Role
Provide critical application development, sustainment, and support for enterprise or line-of-business solutions as a work package lead. Offer expertise in developing lifecycle application architectures, including feasibility studies, analysis, design, testing, implementation, and maintenance for City application environments.
Responsibilities
- Provide advanced technical skills to develop, enhance, sustain, and support complex critical enterprise or line-of-business solutions.
- Participate or function as a work package lead for applications such as City websites, document management/data warehousing, asset management systems, and client service applications.
- Offer technical systems development, complex coding, and application support skills within multidisciplinary teams.
- Develop and/or apply complex business and application models, information structures, data models, database schemas, network and security interfaces.
- Deploy and coordinate applications, including monitoring, performance tuning, logging, configuring, troubleshooting, and quality assurance.
- Perform administration, configuration, and tuning in development, staging, and production environments.
- Investigate, implement, and practice security, privacy, and quality assurance requirements.
- Coordinate the application implementation process by coordinating internal and external developers.
- Analyze, contribute, and provide technical consultation for improvements to current business practices and information environments.
- Assist in preparing RFI/P/Qs and other formal project documents.
- Participate in evaluating, selecting, and recommending technical solutions and professional services.
- Assist in managing vendors and contractors in the overall solution delivery process.
- Create and implement SLAs and/or Terms of Use Agreements with clients.
- Contribute to developing outputs from the Systems Development Life Cycle (SDLC) by conducting feasibility studies, developing business cases, testing, and implementing applications.
- Conduct interviews and needs assessments with clients to develop or contribute to business requirements preparation.
- Contribute and participate in the development and implementation of test scripts.
Requirements
- University degree in Computer Science or a related discipline and/or several years of experience working on large-scale information technology projects, or an approved equivalent combination of education and/or experience.
- Considerable experience in coordinating and deploying web analytics applications, with a strong preference for Oracle Infinity in a WordPress Web Content Management application in a high-availability clustered environment.
- Experience in the administration of web analytics tools, with a strong preference for Oracle Infinity, including JavaScript tagging, campaigns, profiles, and standard and custom reports.
- Experience using tools and methodologies such as JAVA, J2EE, HTML, XML, Google Search Console, Dynatrace.
- Experience in the deployment, administration, and configuration of web analytics tools, preferably Oracle Infinity.
- Experience using mass email tools such as Listserv, collaboration tools such as WordPress and SharePoint.
- Experience in Windows system administration and technical problem resolution.
- Experience in supporting stages of technical systems deployment within a large-scale development life cycle involving complex coding, and application support skills.
- Experience translating business requirements into analytics solutions and actionable insights.
- Experience defining KPIs, conversion funnels, customer journeys, and performance measurement frameworks.
- Tagging and Data collection including JavaScript tracking implementation, event and behavioral tracking, data layer design and governance, cross-domain tracking, campaign attribution.
- Extensive experience implementing, administering, and optimizing Oracle Infinity including Profile management, Segmentation, Data exports, Reporting and dashboard development.
- Streaming analytics considered an asset.
- Experience with Microsoft Excel, BI Platforms, Dynatrace, JIRA, Service Now, and Developer Tools preferred.
- Demonstrated experience in applying interpersonal, oral and written communication, presentation and training skills with a wide variety of audiences.
- Strong analytical, problem-solving, listening and interacting skills.
- Demonstrated efficiency and effectiveness in working in a cross-functional team.
- Aptitude to work independently and collaboratively in a multidisciplinary team setting with competing demands and deadlines.
- Experience in maintaining effective consulting relationships with corporate clients and vendors, using a strong customer service orientation.
