About the Role
The External Affairs Department's mission is to fulfill the obligations imposed on telecommunications carriers while developing policies aligned with Rakuten Mobile's business strategy through negotiations with various stakeholders.
Responsibilities
- Serve as the primary point of contact for government agencies, Diet members, experts, affiliated organizations, and interconnection carriers, engaging in negotiation and liaison activities.
- Engage in policy proposal and lobbying activities, including participation in expert meetings on mobile communication policy at the Ministry of Internal Affairs and Communications.
- Handle accounting and negotiation of interconnection charges with interconnection carriers.
- Provide technical and institutional support for the company's 5G and Rakuten Link services, addressing legal and regulatory aspects.
- Act as a liaison for technical matters with ministries and agencies, including the Ministry of Internal Affairs and Communications.
- Manage administrative tasks for projects involving government agencies.
Requirements
- Demonstrate ownership and self-direction.
- Possess technical aptitude.
- Exhibit strong communication and coordination skills with stakeholders such as the Ministry of Internal Affairs and Communications and other carriers, including an understanding of relevant telecommunications laws, guidelines, and technologies.
- Achieve a TOEIC score of 600 or higher, or equivalent English proficiency.
- One or more years of experience in a technical department within a telecommunications company, SIer, or similar organization.
- One or more years of experience in a technical role at a manufacturer or vendor serving telecommunications companies.
- Experience as a Project Manager for technology-related projects at a consulting firm.
- One or more years of experience in regulatory administration within a government agency.
