About the Role
The Office of Inspector General (OIG) Data Reviews team is seeking a highly motivated individual to serve as RAC Project Manager (Project Manager II). This role will effectively drive program initiatives from concept to implementation, including new legislation and policy changes. The RAC Project Manager reports to the RAC Director and performs moderately complex project management work, coordinating, planning, initiating, and implementing projects. This role involves monitoring project progress and schedules, and communicating with stakeholders and leadership.
Responsibilities
- Effectively translate legislative and strategic priorities into actionable plans.
- Coordinate, plan, and evaluate projects using accepted project management methodologies.
- Oversee the full lifecycle of projects from planning through closeout.
- Define and document project scope, objectives, deliverables, and success measures.
- Develop comprehensive project plans identifying and sequencing activities, allocating resources, assigning staff, and establishing schedules, timelines, and milestones.
- Support the development and refinement of relevant policies, procedures, and best practices.
- Prepare and conduct project execution evaluations.
- Manage project execution by coordinating activities and meetings with stakeholders.
- Monitor project progress through tracking and reporting systems.
- Evaluate deliverable appropriateness.
- Prepare periodic status and performance reports.
- Assist with the development of meeting agendas, talking points, and meeting notes.
- Conduct stakeholder outreach, ensuring excellent customer service.
- Proactively monitor and manage project milestones and deliverables.
- Ensure all project activities and information are accurately documented, securely maintained, and appropriately communicated.
- Make timely adjustments to plans, resources, or schedules to address challenges.
- Finalize assignments and deliverables upon project completion.
- Update project documentation and archive records.
- Coordinate and respond to requests for changes from original specifications.
- Analyze project challenges, report results, and provide recommendations.
- Develop solutions to project issues and concerns.
- Assist in the development and documentation of relevant policies and procedures.
- Perform other duties necessary to achieve the mission of the Office of Inspector General.
Requirements
- Graduation from an accredited four-year college or university in a project management related field.
- Work experience directly related to project management may be substituted for education on a year-for-year basis.
- Full-time professional experience working within state, local, or federal government or a public agency is preferred.
- Minimum of 2 years of experience as a project manager, project coordinator, or program specialist with demonstrated experience supporting or coordinating large, complex projects.
- Selected applicants must complete a national fingerprint-based criminal background check through the Texas Department of Public Safety (TDPS) and Federal Bureau of Investigations (FBI).

- Knowledge of health and human services programs, functions, and systems.
- Knowledge of agile project management methodologies, theories and practices applicable to projects of moderate scope.
- Knowledge of systems and procedures used to evaluate a third-party vendor’s performance.
- Knowledge of local, state, and federal laws and regulations relevant to the administration of the project.
- Skill in project management monitoring.

- Strong analytical skills with the ability to collect, analyze, organize, and disseminate significant amounts of complex information with attention to detail and accuracy.
- Skilled in use of office equipment and software (Microsoft Office, Excel, Word, PowerPoint, Project, Visio, etc.).
- Skill in communicating professionally and effectively, both verbally and in writing.
- Ability to work in teams that may cross functions, departments and/or agencies.
- Skill in establishing and maintaining collaborative and effective working relationships with all levels of staff and external stakeholders.
