About the Role

Alto is actively involved in transforming Canada's future through its high-speed rail project connecting Quebec City and Toronto. This innovative initiative, supported by the Canadian government, aims to enhance citizens' quality of life, strengthen community ties, and stimulate economic growth. We are seeking a Business and Operational Planning Manager to undertake a challenging and impactful role.

Responsibilities

Advise and support the development of strategic commercial and operational frameworks for the project's operational phase, including pricing strategy, preferential pricing policies, ancillary revenues, customer service offerings, compensation mechanisms, and related revenue, risk, and incentive considerations.
Contribute to the development, integration, and coordination of the project's business plan in collaboration with commercial, technical, operational, financial, and public policy teams.
Manage the development of pricing policies, customer-related strategies, and ancillary revenue requirements to protect public interest and maximize long-term value.
Analyze and synthesize complex technical, operational, financial, and commercial information to formulate strategic recommendations and analyses for senior management decision-making.
Facilitate and manage interfaces between internal teams, external consultants, subject matter experts, the private partner, and other stakeholders to ensure alignment, deliverable quality, and effective integration of work streams.
Manage, coordinate, and track project activities, multidisciplinary deliverables, timelines, risks, and stakeholder interfaces to promote effective program realization and team alignment.
Prepare briefing notes, executive presentations, public strategic documents, and commercial/analytical materials to support organizational priorities, governance activities, and project realization.

Requirements

Bachelor's or Master's degree in Business Administration, Economics, Political Science, Transportation, or a related discipline.
8 to 10 years of relevant experience in integrated business planning, commercial strategy, or management consulting, preferably in the infrastructure or transportation sectors.
Demonstrated experience in one or more of the following areas: pricing strategy, market studies and customer knowledge, business case development, commercial opportunity assessment, ancillary revenue development, or contract requirement development in these areas.
Excellent analytical and problem-solving skills, with the ability to synthesize complex technical, operational, economic, and commercial information into practical recommendations and clear presentations.
Excellent oral and written communication skills, including the ability to simplify complex analyses and prepare decision-ready presentations, briefing materials, and recommendations.
Strong project management skills and demonstrated experience in complex, dynamic environments involving multiple stakeholders, including external consultants, private sector partners, and public sector organizations.
Experience in the transportation sector and knowledge of transportation economics, business models, or passenger markets are significant assets.
Availability for occasional travel between Toronto and Montreal.
Bilingualism (French and English, spoken and written) is an asset.
PMP certification or other recognized project management designation is an asset.
