About the Role

Initiate, plan, and oversee complex, multi-disciplinary projects to advance the division's reports to City Council. Provide leadership and expert guidance in coordinating cross-functional partners, managing project timelines, milestones, and stage-gates, and ensuring the effective advancement of projects and initiatives identified as priorities for the Division.

Responsibilities

  • Provide project management support for Council and Committee agenda items, ensuring compliance with corporate reporting requirements, timelines, and approval processes.
  • Collaborate with divisional subject matter experts and corporate partners to gather information, assess impacts, and develop recommendations.
  • Maintain systems, tools, and reporting mechanisms to monitor the status of Council-directed initiatives and identify emerging risks.
  • Develop and implement detailed plans and recommend policies regarding program specific requirements.
  • Manage assigned projects, ensuring effective teamwork, communication, and high standards of work quality.
  • Conduct research into assigned areas, considering developments within the field, corporate policies, legislation, and initiatives by other government levels.
  • Oversee multi-disciplinary teams to deliver high-quality project management services on divisional projects.
  • Conduct research, identify stakeholder requirements, and analyze business processes for optimization opportunities.
  • Anticipate, analyze, and identify organizational and program delivery impacts of emerging issues and recommend innovative solutions.
  • Perform service level adjustment scenarios and participate in meetings involving confidential strategic, operational, or labor relations issues.
  • Respond to emergency and priority situations by anticipating problems, making decisions, and deploying appropriate resources.
  • Oversee and evaluate the work performance of external service providers.
  • Identify and recommend approaches for addressing program/activity gaps and issues, ensuring alignment with City and divisional priorities.
  • Monitor work output, review project deliverables, and ensure timely completion by project staff and stakeholders.
  • Develop and implement project control systems, procurement oversight, cost evaluation methodologies, and performance evaluation criteria.
  • Review, evaluate, and recommend detailed project plans and deliverables to Director/Manager, reporting on subproject status.
  • Manage and report sub-project progress to senior management regarding technology, staffing, costs, schedules, and operations.
  • Prepare, develop, and negotiate agreements with suppliers, contractors, and other organizations.
  • Develop and manage requests for proposals/quotations and manage evaluation and selection processes and contracts.
  • Ensure compliance with contractual agreements, project charters, and legislative requirements.
  • Manage contentious issues regarding projects, ensuring follow-up documentation and corrective actions.
  • Negotiate and implement innovative solutions to complex project challenges involving multiple stakeholders.
  • Develop, coordinate, and approve communication activities for staff to ensure understanding of the strategic plan.
  • Communicate potential situations of political and/or media attention and recommend courses of action.
  • Conduct or coordinate training and communication to staff regarding events/projects policies and procedures.
  • Ensure the quality of work meets corporate and divisional standards and employees are trained to comply with legislative regulations.
  • Represent the division in meetings with a diverse range of internal and external stakeholders.
  • Cultivate and retain strategic relationships with corporate representatives, media partners, businesses, politicians, and senior management.
  • Develop briefing notes and reports to senior management, Committees, and Council.

Requirements

  • Post-secondary education in a professional discipline pertinent to the job function combined with relevant experience or an equivalent of education and experience.
  • Considerable experience in leading complex projects, including developing and implementing project design, schedule, budget, identifying and mitigating project risks, managing deliverables, and identifying and achieving outcomes and objectives.
  • Considerable experience managing City Council relations and engagement functions, and issues management.
  • Considerable experience managing a large number of projects and/or programs in a fast-paced environment with competing deadlines and multiple tasks.
  • Experience establishing and maintaining effective partnerships with diverse internal and external stakeholders, including negotiating diverse interests.
  • Strong political and strategic acumen, with the ability to navigate ambiguity and develop recommendations.
  • Excellent oral and written communication, presentation, and interpersonal skills.
  • Strong interpersonal, consensus building, consultation, facilitation, and negotiation skills.
