About the Role
The Texas Division of Emergency Management (TDEM) is an emergency response entity. This role performs consultative services, technical assistance, documentation, and event planning work, involving planning, developing, and implementing agency programs. The position provides consultative services to various stakeholders on behalf of the Office of the Chief Operating Officer, focusing on research, analysis, process development, and program assessment.
Responsibilities
- Facilitates meetings and meets with staff to gather information for decision making to support the Office of the COO.
- Composes, reviews, and edits documents, materials, white papers, research papers, meeting notes, and reports.
- Obtains, documents, organizes, analyzes, integrates, publishes, and distributes data, guidance, operational concepts, methodologies, and strategies for emergency management objectives.
- Conducts or participates in workshops, conventions, training sessions, specialized courses, public awareness activities, seminars, and exercises.
- Compiles and analyzes data and reporting metrics.
- Prepares and refines material for speeches and other public presentations, hearings, and outreach events.
- Performs technical, training, research, planning, policy, process, program assessment, and administrative activities.
- Plans and schedules documentation delivery, including duplication and distribution of documents and reports.
- Prepares responses to correspondence, reports, surveys, questionnaires, and other requests for information.
- Reviews, analyzes, edits, and summarizes documents, ensuring standardization and consistency.
- Researches and provides feedback on new documentation tools and methods.
- Ability to travel (including overnight) up to 10%.
- Performs related work as assigned.
- Maintains regular attendance and works extended hours when needed.
- Attends work regularly and observes approved work hours.
Requirements
- Bachelor's degree in Marketing and Communications or equivalent combination of education and experience.
- Three (3) years of related work experience.
- Working knowledge of, or the ability to rapidly assimilate information related to TDEM, state and federal regulations, legislation, guidelines, policies, and procedures.
- Proficiency with utilized software and systems and ability to learn new software/systems.
- Preferred major coursework in emergency management, public administration, public health, political science, criminal justice, homeland security, policy, or a related field.
- Additional work experience may substitute for education on a year-for-year basis (30 semester hours = 1 year).
- A completed advanced degree may substitute for work experience.
- Required to complete IS-100, IS-200, IS-700, IS-800 and FEMA Professional Development Series within twelve (12) months of employment.

- Availability for after-hour, holiday and weekend work, including twelve (12) hour shifts during State Operations Center activations.
