About the Role

As a Project Manager GovTech, you will significantly support the digital transformation in the public sector with a special focus on Baden-Württemberg, particularly through the conception, management, and implementation of central administrative modernization projects. You will be responsible for the holistic management of demanding projects across different specialist areas and technology fields.

Responsibilities

Holistic management of demanding projects across different specialist areas and technology fields.
Close collaboration with (state) authorities, public institutions, and specialist partners.
Analysis of organizational, legal, and administrative requirements and their translation into clearly structured project plans and robust implementation concepts.
Acting as a central interface between demand carriers, implementation partners, specialist departments, and external service providers.
Ensuring projects are implemented efficiently, on time, and with clear objectives.
Project leadership and management of complex initiatives, including time, budget, and resource planning, as well as risk management.
Management and coordination of external development and implementation service providers across various technology and specialist domains, particularly in (Agentic) AI, Cloud, Cyber Resilience, and other technologies.
Capture and analysis of requirements from public demand carriers and their translation into robust project plans, milestones, and decision papers.
Validation of project proposals: Review and evaluation of technical projects from public administration organizations regarding feasibility, resource requirements, and strategic fit.
Strategic feasibility assessment and partner scouting: Analysis of project feasibility, identification of potential implementation partners, and ensuring alignment with the overall strategy for the public sector.
Independent planning, project management, control, and execution of projects for the technological transformation of the public sector, including the coordination of interdisciplinary teams, subcontractors, and other stakeholders.
Strategic identification and acquisition of new specialist services and applications for our administrative platform.
Proactive participation in the strategic and conceptual further development of the GovTech Campus Baden-Württemberg and GovTech Deutschland, as well as support in project, program, and organizational development.

Requirements

Excellent academic degree in (Business) Informatics, IT Management, Technical Business Administration, Natural Sciences, or a comparable field.
Sound knowledge and at least 4-5 years of professional experience in classic and agile IT project management, service provider management, and requirements engineering for information systems.
Outstanding analytical thinking, strong conceptual skills, and an independent, structured, and highly solution-oriented approach to work.
Excellent communication and presentation skills, with the ability to confidently interact with stakeholders from administration, technology, and research on an equal footing.
Genuine team player with a willingness for cross-topic collaboration, especially in the interplay of IT, administration, and regulatory requirements.
Excellent written and spoken German and English skills.
