About the Role
This role involves the rehabilitation of water, wastewater, and stormwater utility systems at Fort Wadsworth, Staten Island Unit. Key responsibilities include replacing waterline mains, fire hydrants, sewer lines, and manholes within historic housing and the Headquarters Area.
Responsibilities
- Observe contract performance through daily walking or climbing.
- Read, interpret, and understand Construction Contracts, Plans, and Specifications.
- Observe, document, and confirm conformance to contract, plans, and specifications for similar construction work.
- Facilitate, understand, and document pre-inspections, inspections during construction, and post-inspections.
- Inspect mock-ups.
- Understand cost estimates broken down to prime and subcontractor labor, equipment, materials, overhead, and profit.
- Evaluate proposals broken down to the same level.
- Define and document scope changes initiated by the owner or resulting from differing site conditions.
- Understand and document negotiations between the Government and the Construction Contractor regarding technical scope, labor, equipment, material, overhead, and profit.
- Read and interpret construction schedules to evaluate and document progress.
- Evaluate payment requests based on percentages, dollars, and services received.
- Develop and review cost estimates and schedules.
- Process change orders, requests for information, submittals, and field observation reports.
- Implement resource protection measures required by government agencies to avoid and minimize adverse impacts to natural and cultural resources.
- Perform onsite control across three phases.
Requirements
- Possess technological knowledge and abilities including PC and internet use for construction management software, MS Teams (meetings, calls, screen sharing), Word, Excel, Adobe PDF, and MS Project.
- Ability to walk or climb daily to observe contract performance.
- Ability to read, interpret, and understand Construction Contracts, Plans, and Specifications.
- Knowledge of similar construction work to observe, document, and confirm conformance.
- Completed OSHA 30-hour construction safety training.
- Knowledge of construction practices, applicable building codes, and safety regulations.
- Ability to facilitate, understand, and document inspections (pre, during, post) and mock-ups.
- Ability to understand cost estimates and evaluate proposals.
- Ability to define and document scope changes.
- Ability to understand and document negotiations.
- Ability to read and interpret construction schedules and evaluate payment requests.
- Must have completed OSHA 30 Hour Construction Health & Safety and Construction Quality Management for Contractors courses within the past 5 years at the time of award.
- Training must remain current throughout the project duration.
- Possess a driver's license valid in one of the 50 states or U.S. territories.
- Provide a current resume including company name, title, current/last project assignment, firm association, years of experience with similar projects, active professional registration or certifications, and other relevant experience.
- Provide a list of recent and relevant projects with project names, locations, details of work performed, and owner representative contact information.
- Demonstrate experience in construction management.
- Demonstrate knowledge of construction practices including waterline utility work and storm drainage.
- Demonstrate experience working on sites with active visitation and operations.
- Demonstrate experience working on sites with environmental conditions such as large storms.
- Demonstrate computer skills including spreadsheets, word processing, and email.
- Demonstrate MS Project skills including familiarity with baseline schedules, report generation, and critical path theory.
- Demonstrate experience developing and reviewing cost estimates and schedules, including software used.
- Prior experience working with Federal Government Project Managers/CORs on processing change orders, requests for information, submittments, and field observation reports.
- Prior experience with resource protection measures required by government agencies.
- Evidence of a minimum of 5 years’ experience with the three phases of onsite control.
