About the Role
The Private Office and Parliament & Legislation Directorate is recruiting for a Grade 7 Bill Manager. This campaign is open to current Civil Service employees. The role involves strategic oversight and project management of a Bill, working closely with senior stakeholders and ministers on high-profile policy areas.
Responsibilities
- Responsible for the end-to-end delivery of a Bill through Parliament, including planning and execution of legislative stages.
- Brief the Secretary of State and other Ministers on parliamentary debates, Bill stages, and handling of the Bill.
- Oversee all briefing materials required, including ministerial briefings, speeches/speaking notes, and Q&A packs.
- Provide strategic advice on the handling of the bill throughout its passage to ministers and the centre.
- Ensure a thorough and clear engagement and handling strategy is implemented for each stage of the bill, working with other Government departments.
- Coordinate with stakeholders across MoJ, lead engagement with No10, Business Managers, Parliamentary Counsel, Legislation Secretariat, clerks, and other external partners.
- Project manage each stage of the bill, ensuring timely delivery of documents and bill products to strict parliamentary deadlines.
- Manage risks and dependencies across teams and departments.
- Lead key relevant policy and legal stakeholders and senior officials to ensure clarity on actions and risks.
- Show leadership to colleagues outside of the immediate team and ensure officials know expectations.
- Gain legislative expertise and speak confidently to senior colleagues, challenging assumptions.
- Manage a deputy Bill Manager and support/mentor less experienced Bill Managers.
- Contribute to corporate activities and foster a collaborative team culture.
- Work flexibly across current and future bills as necessary for business need.
- Adapt to changing workloads and content driven by ministerial priorities and legislative ambitions.
- Work out of normal office hours when required due to the nature of bill work and parliamentary sitting hours.
Requirements
- Must be an existing Civil Servant employee or employee of an accredited non-departmental public body (NDPB).
- Must have line manager approval to start within 10 working days from appointment.
- Requires National Security Vetting (CTC).
- Must have been present in the UK continuously for the past 3 years.
- Must meet minimum UK residency requirement set by the Cabinet Office.
- Must be able to adapt to new information and constantly reprioritize.
- Must possess strong interpersonal skills.
- Must possess strong leadership skills.
- Must be an experienced, motivated, and organised Grade 7 or SEO.
- Must have excellent organisational skills and be detail-orientated.
- Must be able to apply informal project management techniques.
- Must maintain strategic oversight of the Bill during the preparatory phase and through parliamentary passage.
- Must have excellent written communication skills and the ability to draft effectively under time pressure.
- Must have experience of working to deadlines and briefing to a high standard.
- Must have excellent people skills and the ability to build relationships beyond your immediate team.
- Must be able to collaborate with Ministers, senior officials, and their Private Offices at pace.
- Must build strong relationships with key stakeholders.
- Must develop an in-depth knowledge of the policy areas responsible for in the Bill.
- Must have extensive stakeholder engagement skills.
- Must be able to see multiple points of view and form a view that supports the Government’s agenda.
