About the Role
This is a temporary maternity cover role for 12 months as a Grade 6 Head of Victims Funding Policy and Strategy within the Ministry of Justice Criminal Courts and Victims Directorate. The role is pivotal in setting and delivering MoJ and cross-government funding and commissioning strategies, driving transformational change to the victim support offer across Government.
Responsibilities
- Overseeing the Victims and Witnesses £180m budget, ensuring appropriate allocation of the 25/26 Spending Review settlement, and leading the Directorate’s package for the multi-year Spending Review
- Delivery of the unit’s reform programme to transform the victims commissioning and funding landscape in the light of PCC abolition
- Oversight of income generated from the Victim Surcharge and income related to the Prisoner Earnings Act (PEA)
- Leading the unit’s shift to a more evidence-driven approach to funding, including championing the M&E strategy
- Leading the MoJ’s victims response to major criminal incidents, which will involve extensive cross Whitehall liaison to ensure a collaborative and strategic approach is being taken in the commissioning of services in the aftermath of a serious and/ or tragic event which has caused high harm to those impacted
- Coordinating cross-cutting or strategic briefings and correspondence, as well as overseeing the unit’s priority projects function
- Oversight of three national grants – the National Sexual Abuse Support Line, the Live Chat service and the newly established Progression Model Helpline
- Line managing four Grade 7s and a wider team of SEOs and HEOs, ensuring staff are performing well, development is prioritised, and poor performance is dealt with
- Contributing to the wider leadership of the Unit and the Directorate, including working effectively with the other G6 and the DD, particularly playing a leadership role in driving strategic thinking.
- Lead on implementation of the new Duty to Collaborate, which will drive partnership working for victims of serious crimes at a local level, handling consultation, funding, strategy and stakeholder engagement on this high-profile reform.
- Drive collaboration with other units in CCVD, particularly with the Victims and VAWG Policy Unit, responsible for implementing new legislative measures for victims and delivery of the Victims and Prisoners Act 2024, as well as manifesto commitments such as Independent Legal Advisors, specialist rape courts and Domestic Abuse Prevention Orders, as well as teams across MoJ such as courts and youth justice.
- Create and maintain excellent relationships with our key enablers, including legal, commercial, finance and grants teams.
- Have task management responsibility for the team’s Project Delivery Function resource.
- Lead the team responsible for victim support in major incidents, including related policy, ensuring these is a robust cross-government response in place and handling Ministerial and No10 requests in the aftermath.
Requirements
- Must be an existing Civil Servant employee or employee of an accredited non-departmental public body (NDPB).
- Candidates must still be employed as a civil servant at the point of accepting the role.
- Experience of strategic thinking, ideally in a cross-Government setting
- Policy experience, and evidence of using sound judgement in policy situations
- Excellent leadership skills to direct and support your team to deliver high-quality work
- Strong inter-personal and communication skills to work effectively with internal and external stakeholders
- Confidence in understanding financial information and quantitative and qualitative data and analysis
- Experience of running competitions for grants or contracts (Desirable)
