About the Role

This is an exciting opportunity to join a high performing and friendly team in a job share capacity, working with an established member of staff. The Mental Health Casework Section (MHCS) discharges the Justice Secretary’s functions under the Mental Health Act 1983, involving the transfer and management of prisoners to and from hospital, and the supervision of conditionally discharged patients. This leadership role involves making decisions on behalf of the Secretary of State for approximately 7,600+ restricted patients, managing high-profile cases, and overseeing litigation and Ministerial correspondence.

Responsibilities

  • Lead a team of 15 to ensure performance and quality targets are met, individual staff potential is developed, and good morale is maintained.
  • Take overall responsibility for the management of approximately 7,600+ restricted patients, including direct responsibility for managing sensitive, problematic, and/or high-profile cases.
  • Ensure timeliness targets are met by quality assuring a sample of the team’s decisions monthly and delivering constructive feedback.
  • Provide an on-call service for urgent work out of hours approximately one week in six.
  • Liaise with clinicians, social supervisors, and other personnel involved in managing mentally disordered offenders, as well as statutory and non-statutory agencies.
  • Work as a supportive and flexible member of the Senior Management Team, taking a strategic approach to the wider management of the Section.
  • Lead on all litigation cases and Ministerial correspondence relating to restricted patients.
  • Provide briefings and submissions for Ministers on high-profile restricted patients.
  • Manage the development and delivery of effective guidance relating to the management of restricted patients, working with stakeholders across HMPPS, HMCTS, MoJ, DHSC, NHS, and Local Authorities.

Requirements

  • Experience of managing a team to deliver quality outcomes.
  • Experience of delivering in a fast-paced environment with competing priorities.
  • Experience of briefing senior managers and Ministers on relevant issues.
  • Proven track record of delivery and achievement.
  • Strong written, verbal, and non-verbal communication skills.
  • Ability to demonstrate self-motivation, resilience, and the ability to handle significant pressure.
  • Advanced understanding of the legislative framework, caselaw, Department of Health and Social Care guidance, and facilities for managing restricted patients.
  • Must be an existing Civil Servant employee or employee of accredited non-departmental public bodies (NDPBs).
