About the Role

Saylor Consulting Group is seeking a Lead Office Engineer to support the San Francisco Public Utilities Commission (SFPUC) on the Moccasin Dam and Reservoir Long-Term Improvements Project. This role provides essential office engineering and construction management services for a significant water infrastructure project, utilizing the CM/GC delivery method. The position is central to managing contract documentation and ensuring timely processing of submittals, RFIs, and other critical project documents throughout the construction lifecycle.

Responsibilities

  • Lead the submittal management process, including logging, reviewing, routing, and returning submittals within contractual timeframes.
  • Manage contractor Requests for Information (RFIs), verifying format, coordinating reviews, and tracking responses.
  • Coordinate review of contractor Requests for Substitution (RFS) and prepare responses with supporting documentation.
  • Maintain the controlled set of contract drawings and specifications, annotating all approved changes.
  • Audit contractor's as-built "red-line" record drawings monthly and track deficiencies.
  • Utilize Construction Management Information System (CMIS) for document control and records management.
  • Prepare agendas and meeting minutes for construction progress meetings and the Pre-Construction Conference, maintaining action item logs.
  • Support change management by keeping change documentation current and assisting with the change order log.
  • Verify contractor monthly applications for payment and assemble supporting documentation.
  • Contribute to monthly and quarterly progress and status reports, tracking contractor performance against the baseline schedule.
  • Coordinate with SFPUC Operations staff on system shutdowns, testing, and startup/commissioning documentation.
  • Coordinate with the Lead Environmental Inspector on tracking and routing environmental submittals and compliance documentation.
  • Support CM/GC pre-construction activities, including document tracking for constructability reviews and trade package development.
  • Direct and review the work of the Assistant Office Engineer and coordinate with the Administrative Document Control Specialist.
  • Support project closeout activities, including tracking final as-built drawings, spare parts, warranties, and turnover documentation.
  • Assist in preparing the Project History and Lessons Learned Report and transferring project files for archiving.
  • Uphold the Project CM Safety Plan, Project Labor Agreement requirements, and site security procedures.

Requirements

  • At least 5 years of experience in construction management of heavy civil construction projects for a public utility.
  • Experience as the Office Engineer on at least one completed, verifiable heavy civil infrastructure project of similar type and scope (e.g., dams, reservoirs, spillways, or other water infrastructure) with a construction value over $15 million, completed within the past 10 years.
  • Demonstrated experience administering construction contract submittals and RFIs.
  • Experience on projects using alternative delivery methods, especially Construction Manager/General Contractor (CM/GC).
  • Current OSHA 10-hour safety training certificate.
  • Familiarity with SFPUC or other public agency construction management procedures.
  • At least 2 years of experience using construction management software (e.g., CMIS, Procore, e-Builder, Unifier, or similar) within the last 5 years.
  • Experience tracking and auditing contractor as-built drawings on a routine monthly basis.
  • Registration as an Engineer-in-Training (EIT) in California, or certification as a Certified Associate Constructor (CAC) or Construction Manager-in-Training (CMIT).
  • Valid driver's license issued by any U.S. state.
  • Ability to obtain Cal/OSHA 10-hour safety training certification within 30 days of contract Notice to Proceed, if not already held.
  • Strong ability to read and interpret plans and specifications.
  • Organized, detail-oriented, and able to manage high document volumes and multiple deadlines.
  • Strong written and verbal communication skills.
  • Comfortable working with owner representatives, contractors, design engineers, and operations staff.
