About the Role
This role supports Central San's capital improvement program by establishing and implementing a consistent, program-wide approach to construction safety compliance. The officer will standardize safety information collection, review, and documentation across multiple projects, ensuring compliance with Cal/OSHA requirements and Central San safety standards.
Responsibilities
- Establish and implement programmatic safety compliance services, including procedures, roles, and documentation requirements.
- Standardize contractor safety information submission and review processes.
- Develop consistent templates, checklists, forms, and processes for program-wide use.
- Review contractor safety submittals for compliance with contract requirements, Cal/OSHA regulations, and Central San standards.
- Review and comment on bypass pumping plans, structural shoring and excavation support systems, and hazardous atmosphere mitigation measures.
- Conduct regular field safety inspections and audits of active construction sites.
- Document findings and track corrective actions to closure.
- Coordinate with plant operations staff for safe execution of construction activities.
- Participate in pre-construction and progress meetings to communicate safety expectations and identify hazards.
- Support incident and near-miss reporting, investigation, and lessons learned documentation.
- Maintain safety compliance records, logs, and documentation.
- Prepare safety performance metrics, status reports, and dashboards.
- Develop and deliver safety orientations and training materials.
- Identify recurring compliance issues and recommend procedural improvements.
Requirements
- Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), OSHA 30-Hour certification, or equivalent.
- At least 5 years of dedicated construction safety experience.
- At least 3 years of experience supporting heavy civil or wastewater treatment facility projects.
- Demonstrated experience reviewing bypass pumping plans, structural shoring systems, and hazardous atmosphere mitigation measures.
- Working knowledge of Cal/OSHA construction safety regulations.
- Experience developing or standardizing safety templates, procedures, and documentation.
- Strong written and verbal communication skills.
- Ability to work with owner representatives, contractors, operations staff, and senior management.
- Organized and detail-oriented with the ability to manage safety compliance across multiple concurrent projects.
- Valid driver's license issued by any U.S. state.
- CSP or CHST certification in addition to OSHA 30-Hour training.
- Experience supporting safety programs at an operating wastewater or water treatment facility.
- Experience establishing or managing safety compliance at the program or multi-project level for a public agency.
- Familiarity with hazards specific to wastewater treatment.
