About the Role

Daily management of physical security requirements for Intelligence Community Directive (ICD) 705 facilities, including oversight of their design, construction, and refurbishment. This role is crucial for maintaining government approvals and ensuring compliance with stringent security standards for sensitive facilities.

Responsibilities

  • Provide oversight of the design, construction, and refurbishing of ICD-705 facilities.
  • Serve as a Site Security Manager (SSM) for ICD-705 facilities.
  • Assist with facility accreditations, including completing Construction Security Plans (CSP), Fixed Facility Checklists (FFCs), and TEMPEST checklists.
  • Ensure all ICD-705 facilities meet contractually mandated and sponsor requirements during construction.
  • Manage all lifecycle documentation from initial accreditation to renewals and decommissioning.
  • Function as part of a team of subject matter experts executing physical security requirements.
  • Coordinate accreditations with government sponsors and intelligence community partners.
  • Work with facilities management, contractors, and subcontractors to provide solutions for construction-related issues.
  • Review architectural drawings to ensure security compliance.
  • Coordinate with government Industrial Security Representatives and laboratory security professionals.
  • Perform physical security coordination for multiple programs.
  • Interface with Laboratory and contractor design teams to develop sketches and schematics.
  • Provide construction requirements/guidelines to design teams to ensure ICD-705 standards are applied.
  • Ensure CTTA TEMPEST standards and recommendations are implemented for all Special Program Security (SPS) facilities.
  • Coordinate with the CTTA, assess modifications, and develop courses of action for facility enhancements.
  • Coordinate co-use and joint use agreements between sponsors and Cognizant Security Authorities.
  • Assist CSSOs in completing annual self-inspections, including above-ceiling inspections of SPS facilities.
  • Ensure bi-annual inspections of access control systems and intrusion detection systems meet ICD-705 standards.
  • Oversee security containers, locks, and keys for all SPS facilities in compliance with government policy.
  • Provide daily management of risk mitigation programs for Portable Electronic Devices (PEDs) in ICD-705 facilities.
  • Coordinate Accrediting Official (AO) approval processes for PEDs.
  • Manage mitigation plans, inventory, training, and user agreements for PEDs.
  • Attend physical security training meetings and networking events.
  • Develop and administer ARL ICD-705 training to RSS staff.
  • Support the ARL Physical Security Manager in overseeing guard force requirements and OSA physical security.
  • Perform other related functions as assigned.

Requirements

  • Bachelor’s Degree.
  • Five years of demonstrated relevant experience in security, engineering, business management, or a similar field.
  • Possess knowledge of physical security governing guidelines such as ICD705 and Tech Specs, and DODM 5205.07, Vol 3 SAP Physical Security.
  • Ability to work and communicate with all clients, both internal and external from a wide variety of backgrounds and technical disciplines.
  • Familiarity with sensitive facility accreditation processes.
  • Ability to work independently with sensitive and classified information.
  • Ability to work under minimal supervision, to self-initiate activities, and work within timelines.
  • US Citizen.
  • Applicant selected will be subject to government security investigation and must meet eligibility requirements for access to classified information.
  • Employment will be contingent on selected applicant submitting application for access and receiving notification of eligibility within a specified time period.
  • If eligibility is confirmed within the specified period, employment must begin within 30 days of confirmation of eligibility.
  • Eligibility for access to all levels of classified information must continue without interruption during employment.
  • Successful completion of security polygraph examination(s), as required.
