About the Role

The Department of Public Health (DPH) is seeking an impact-driven strategist and negotiator with deep labor relations expertise to lead Labor & Employee Relations. This role involves developing labor strategy, representing DPH in collective bargaining, leading negotiations, guiding labor-management relations, and driving consistent Labor & Employee Relations across the department. It offers an opportunity to make a significant impact in a complex public health system by establishing systems and standards to address workforce issues, strengthen labor relations, and deliver measurable results.

Responsibilities

  • Drive labor strategy and major negotiations, setting department-wide priorities and representing DPH in Citywide collective bargaining.
  • Deliver high-performing Labor & Employee Relations, directing collective bargaining agreement administration, grievances, discipline, and investigations.
  • Advance department-wide workforce priorities and guide leaders through consequential labor matters.
  • Strengthen labor partnerships by developing productive relationships and fostering collaboration to resolve issues.
  • Transform information into organizational performance by using data to anticipate issues, improve practices, and drive results.
  • Develop a high-performing team by leading managers and staff, aligning resources, and setting high expectations for expertise and accountability.

Requirements

  • Baccalaureate degree from an accredited college or university.
  • Five (5) years of professional human resources experience.
  • At least three (3) years of professional experience in labor relations, including collective bargaining, meet-and-confer processes, grievance administration, labor-management relations, and interpretation/administration of collective bargaining agreements.
  • Three (3) years of experience supervising professional staff.
  • The required labor relations and supervisory experience may overlap.
  • Additional qualifying professional human resources experience may substitute for the required education on a year-for-year basis for up to two (2) years.
  • Possession of a Juris Doctorate (J.D.) or master’s degree may substitute for one (1) year of the required professional experience (does not substitute for labor relations or supervisory experience).
  • Applicants must meet the minimum qualification requirements by the final filing date.
  • One-year full-time employment is equivalent to 2,000 hours.
