About the Role
The Business Process Consultant will evaluate, optimize, and redesign operational workflows across key economic development initiatives. This role focuses on creating and translating public policy into actionable operational frameworks, streamlining business support services, and creating structured mechanisms for community engagement. The ideal candidate blends creativity, strategic management and expertise with a deep understanding of local government operations, economic development policy, and community stakeholder dynamics.
Responsibilities
- Provides project support to Department Directors and the Department Executive Team.
- Provides consulting services to process leaders and team leaders.
- Analyzes, and presents alternatives, makes recommendations and provides assistance for resolving business and technical issues confronting process leaders and team leaders in the areas of planning, performance measurement, change management, and periodic assessment review.
- Leads multiple process improvement teams.
- Develops project work plans, project management and periodic assessment.
- Facilitates the development of stakeholder analysis and communication plans for process improvement teams.
- Identifies, collects, and researches to complete data analysis.
- Makes recommendations to project teams and recommends organizational change utilizing appropriate talent.
- Advises process leaders and team leaders in defining/identifying key measurers and setting performance targets.
- Develops and improves models and methodologies for the department.
- Reviews and critiques the work of functional team staff.
- Communicates project and program information to all levels of the organization.
- May provide leadership, work assignments, evaluation, training, and guidance to others.
- Translates economic policies and regulations into practical, compliant operational processes while providing policy guidance to city leadership.
- Optimizes economic development operations by assessing current programs, addressing workflow gaps, and establishing standardized procedures and performance systems.
- Improves small business support services by auditing and streamlining permitting, licensing, and grant processes, and creating metrics to track outcomes.
- Leads community engagement by designing inclusive feedback systems, facilitating stakeholder sessions, and integrating public input into program and policy updates.
Requirements
- Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Proven experience supporting policy development by creating multi-phase implementation roadmaps that translate broad policy directives into concrete departmental projects.
- Demonstrated ability to manage relationships across diverse groups, including business owners, community advocates, and government leaders.
- Experience facilitating stakeholder workshops, focus groups, and public listening sessions to ensure community needs inform program design.
- Experience evaluating economic development programs and workflows to identify bottlenecks, redundancies, and gaps.
- Thrives in a fast-paced environment with shifting priorities.
- Is an effective presenter, comfortable engaging high‑level officials and large community audiences.
- Communicates complex information through clear, persuasive technical writing.

Salary/Compensations
- $75,950.00 - 95,700.00 annually
