About the Role

Reporting to the Manager, Clinical Assets & Projects, the Quality Improvement Specialist (QIS) will provide performance management expertise and support cross-cutting projects. This includes identifying areas of collaboration, process and data mapping, developing key performance indicators, implementing data reporting initiatives, and creating dashboards to drive efficient and safe clinical service delivery.

Responsibilities

  • Provides quality improvement expertise and support, including strategic operational business planning, performance measurement frameworks, and project management.
  • Develops, implements, and evaluates divisional programs and projects.
  • Identifies quality improvement processes, methods, systems, and analysis using best practices and evidence-informed decision-making.
  • Develops and implements quality assurance processes to monitor and support programs in achieving standards and complying with legislative mandates.
  • Conducts current state assessments, environmental scans, and literature reviews to document business processes and workflows for redesign and program evaluations.
  • Plans and coordinates projects, including requirements gathering, gap-fit assessment, technology implementation, and budget monitoring.
  • Develops and implements communication strategies for stakeholders regarding performance measures, quality improvement initiatives, best practices, and legislative changes.
  • Creates and maintains resource information for stakeholders.
  • Represents the directorate or program on various committees.
  • Provides expert advice on staff training, professional development, and policy development.
  • Drafts and revises related program plans, policies, and procedures.
  • Develops and facilitates in-service training, staff orientation, and staff development programs.
  • Attends workshops, conferences, and seminars.

Requirements

  • A Master's degree in a related field (e.g., Quality Improvement, Health Informatics, Health Sciences, Health Administration) or an equivalent combination of education and/or extensive experience.
  • Considerable experience leading and supporting quality improvement initiatives within a public health, healthcare, government, or other complex organizational setting.
  • Considerable experience developing, implementing, and evaluating programs, projects, or organizational initiatives.
  • Considerable experience with at least five (5) of the following in policy development, program planning, and/or service delivery: program reporting strategies, system design, data collection methodologies, data quality reporting, data analysis, monitoring, and data security.
  • Experience in the use of project management, change management, and risk management methodologies.
  • Experience designing, developing, and delivering training and education sessions.
  • Knowledge of federal, provincial, and municipal public health legislation, standards, and regulatory requirements.
  • Proficiency in Microsoft Office applications (Excel, Outlook, PowerPoint, SharePoint, Visio, and Word).
  • Proficiency in data analysis and visualization tools (e.g., PowerBI, OBIEE, Stata, Tableau).
  • Knowledge of quality improvement, quality assurance, performance measurement, and program evaluation principles, methodologies, and best practices.
  • Excellent written and verbal communication skills, including the ability to prepare reports, recommendations, policies, procedures, and briefing materials.
  • Excellent interpersonal, consultation, and relationship management skills, with the ability to build and maintain effective working relationships with diverse stakeholders.
  • Ability to analyze, interpret, and synthesize qualitative and quantitative information to support evidence-informed decision-making and continuous improvement initiatives.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.

Salary/Compensations

  • $52.38 - $57.39 per hour
