About the Role

Perform, coordinate, and direct staff in engineering technical work for the planning, design, construction, inspection, and maintenance of facilities and installations within the City.

Responsibilities

  • Perform detailed engineering design using CADD software (Microstation, INROADS) for watermain, sewer, storm water facilities, watercourse, road, TTC track, and related mapping projects.
  • Coordinate, monitor, and track the transfer of engineering data to consultants for Capital Works Delivery projects.
  • Prepare and check engineering drawings, supporting field notes, research materials, and digital/hard copy input diagrams.
  • Provide operational and technical support for planning, design, tendering, construction, and inspection of municipal infrastructure.
  • Check and provide progress/inspection reports on contractor and developer work, ensuring adherence to safety, designs, procedures, regulations, and statutes.
  • Administer, track, and monitor storage of CADD drawings, engineering plans, and scanned documents using a document management system.
  • Administer, coordinate the collection, analysis, and updating of data within work management systems and from external sources.
  • Troubleshoot and resolve design-related issues during construction.
  • Conduct field inspections and evaluate site analysis data, including soil drainage, environmental conditions, and facilities.
  • Conduct field investigations and studies for various planned proposals, programs, and projects.
  • Participate in the development of technical standards and specifications for municipal infrastructure design and construction.
  • Research and prepare recommendations for software and system developments/enhancements.
  • Assist with and prepare documents such as Forms of Tenders, REOIs, RFPs, RFQs, and MOE approvals.
  • Review tender bids and attend Bid Committee meetings.
  • Prepare reports, plans, and detailed specifications for planning issues, including feasibility designs and preliminary estimates.
  • Administer contracts for infrastructure installation, construction, maintenance, and rehabilitation, ensuring compliance with City standards, specifications, and procedures.
  • Prepare progress certificates as necessary.
  • Assist with budget preparation and expenditure tracking.
  • Respond to inquiries from the public, surveyors, consultants, architects, contractors, utility companies, Councillors, and other stakeholders.
  • Review and respond to consultant/contractor work submissions for completeness, accuracy, design criteria, and conformity to City standards.
  • Analyze data, perform calculations, and make recommendations.
  • Train, instruct, mentor, and assist other staff.
  • Lead projects and direct staff on projects.
  • Prepare training course materials and conduct training courses and demonstrations.
  • Prepare survey layout, cross-sectional, quantity, and related reports.
  • Prepare general correspondence and technical reports.
  • Coordinate sign-off approvals from various management levels and government bodies.
  • Represent the division on internal/external committees and at community and public forums.

Requirements

  • Graduate in Civil Engineering Technology Program or approved equivalent combination of demonstrated education and experience.
  • Considerable experience in municipal government related fields of municipal water distribution, wastewater collection and stormwater management infrastructure, maintenance and operation, design, contract administration and/or construction.
  • Considerable working experience with computer application software such as Microsoft Office Suite (Word, Excel, Access, PowerPoint etc.), Trimble Unity, Hansen, and in the operation of CADD (e.g. Microstation).
  • Familiar with GIS (e.g. ArcView and GIS Viewer) software.
  • Considerable experience in the collection of meteorological data and flow and water quality monitoring data from open channels, sewers, water distribution network and flow monitoring/performance data for water efficiency/conservation measures.
  • Considerable experience in understanding the principles and application of civil engineering theories, methods, and practices related to hydrology, hydraulics, storm water management, water supply and distribution, water efficiency/conservation, and collection of infrastructure rating data (e.g. CCTV).
  • Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License and provide a personal vehicle.
  • Ability to interpret digital or hard copy engineering drawings and documents (e.g. plans, alignments, cross sections, profiles, engineering surveys, and contact specifications).
  • Advanced understanding in the principles and application of Civil Engineering theories, methods, and practices related to hydrology, hydraulics, storm water management, water supply and distribution, water efficiency/conservation, and collection of infrastructure rating data (e.g. CCTV), flow monitoring, trunk collection system.
  • Extensive knowledge of databases, SQL, and queries.
  • Demonstrated ability to read and interpret engineering drawings and documents (e.g. plan and profiles, survey notes, specifications).
  • Demonstrated ability to perform manual and computerized mathematical calculations used in engineering analysis.
  • Advanced knowledge of construction practices and methods.
  • Advanced knowledge of Purchasing and Procurement Procedures and practices.
  • Advanced problem solving, project coordination, Contract Administration interpersonal and group skills and the ability to exercise independent judgement in dealing with technical matters.
  • Extensive knowledge and understanding of all relevant regulations, statutes, standards and practices as related to the Major Responsibilities of the position for example, the Occupational Health and Safety Act, Ontario Provincial Standards Specifications (OPSS), Ontario Provincial Standards Drawings (OPSD), Ministry of the Environment (MOE) and Transportation Association of Canada (TAC).
  • Ability to work effectively with consultants, contractors, colleagues and other City employees at all levels, and members of the public.
  • Ability to attend public meetings outside of normal business hours.
  • Demonstrated ability to provide work direction, and review the work of other staff and Engineering Consultants.
  • Ability to communicate effectively both orally and in writing at all organizational levels.
  • Ability to plan, prioritize, organize and work with minimal supervision.
  • Considerable experience working in a front-line customer service environment.
