About the Role

Bernalillo County is seeking a Senior Project Engineer to join the Public - Technical Services department. This role is crucial for ensuring compliance with project schedules, managing contractor submittals, computing quantities, preparing construction documents, and maintaining project records. The position also involves reviewing designs, coordinating with agencies, and providing technical assistance for water, sewer, and drainage projects. Additionally, the Senior Project Engineer will supervise and review plans for utilities, roadways, and bridges, assist in developing master and capital improvement plans, and coordinate consultant work. The role includes performing and monitoring planning and design activities for public improvements through special assessment programs, reviewing land development applications for compliance with County ordinances, and conducting traffic engineering studies. The Senior Project Engineer will also oversee horizontal design and construction projects from inception to completion, ensuring quality and adherence to codes.

Responsibilities

  • Assures compliance with project schedule and contractor’s submittal of documents.
  • Computes quantities, prepares construction documents, and checks accuracy and completeness of project personnel daily reports.
  • Gathers and maintains project records and ensures compliance with contract provision.
  • Reviews designs and contract documents prepared by others.
  • Coordinates efforts of other agencies involved in water, sewer, and drainage management projects.
  • Provides technical assistance concerning sewer and water districts.
  • Conducts planning, designs, and prepares specifications for new or appended wastewater treatment, water supply, and drainage management systems.
  • Supervises, coordinates, monitors, and reviews plans, standards, and specifications for utilities, roadways, bridges, drainage, etc., on County Public Works related improvement projects.
  • Assists in the development of master plans, capital improvement plans, and other related plans.
  • Assists in the preparation and direction of public hearings, design and location meetings.
  • Coordinates and supervises the design work of professional consultants, planners, and engineers.
  • Performs and monitors planning and design activities for public improvements through special assessment and other programs.
  • Coordinates and monitors Special Assessment District proceedings, attends public meetings and protest hearings.
  • Coordinates planning efforts with pertinent agencies and departments and comments on proposed subdivisions and vacations.
  • Reviews replats, land division applications, major subdivision applications, and other related land development matters, construction plans, designs, and contract documents for conformance and compliance with County Ordinances, standards, and policies.
  • Performs on-site property inspections for development review actions.
  • Chairs the Public Works Case Review Committee.
  • Serves as a member of the County Development Review Authority.
  • Conducts lighting studies, signals warrant studies, and speed studies.
  • Reviews and approves traffic control plans.
  • Administers Bernalillo County's Barricading and Traffic Control Devices Ordinance.
  • Ensures compliance with Manual on Uniform Traffic Control Devices (MUTCD) requirements.
  • Assists in signal optimization and other related traffic engineering issues.
  • Reviews plans, designs, and current documents prepared by others for drainage management.
  • Coordinates efforts of other agencies involved in drainage management.
  • Provides technical assistance concerning drainage management.
  • Conducts planning, design, and specification preparation for new or expanded drainage systems.
  • Oversees project development, design, and construction from start to finish.
  • Serves as the project manager for all phases of horizontal design and construction projects.
  • Maintains project records and ensures compliance with contract provisions.
  • Conducts inspections and ensures quality and compliance with design, specification, and applicable codes.

Requirements

  • Master’s Degree in Civil Engineering, or related field as recognized by the State Board of professional Engineers and Land Surveyors
  • Nine (9) years of related work experience in an engineering or construction role.
  • Any equivalent combination of related education and/or experience may be considered.
  • Successful completion of a post-offer employment medical examination and background investigation.
  • Adherence to all County safety guidelines.
  • Complete all FEMA training(s) assigned to this position.
  • Possession of a valid New Mexico driver’s license by the date of hire and maintenance of a valid license while employed in this position.
  • Complete required supervisor training, if applicable.
  • Registration as a Professional Engineer (PE) by the state of New Mexico is required.
