About the Role

Neko is redefining preventative care by making data-driven health accessible before symptoms appear. This role is crucial for building and leading the clinical organization in Germany from the ground up, focusing on the people strategy to enable scaling. You will shape the employee experience, attract top talent, and ensure the success of clinical teams as Neko expands its mission to a new market.

Responsibilities

  • Ensure the German employment framework is appropriately set up with legal, external counsel, and key internal teams, covering contracts, working-time and rostering models, pay structures, policies, payroll, and people systems.
  • Design the clinic organization and a staffing model sized to Neko’s market ambition.
  • Own the launch workforce plan, cover and contracting model, and reward structures in a German context, including pay, pension, and equity.
  • Build a German clinical employer proposition with Talent Acquisition and create a playbook for future market expansion.
  • Build for German employment structures from day one, designing workforce policies with German labor law and employee representation requirements in mind.
  • Work with legal counsel to determine the right structure for German clinic operations.
  • Ensure people systems and tools comply with German labor regulations.
  • Act as the day-to-day People partner for German clinical leadership, including senior operations, medical leaders, and frontline clinic managers.
  • Spend time in clinics to understand member experience and identify team resourcing, structure, or leadership issues.
  • Coach clinic leaders through hiring, performance management, and difficult conversations, building leadership capability and a multi-way feedback culture.
  • Support first-time clinic managers in developing confidence, capability, and leadership habits.
  • Align the staffing model with the growth plan, considering German absence, leave, part-time realities, clinical qualification and mobility, and labor market discrepancies.
  • Translate central People programs into clinic-ready practices and provide feedback on centralized approaches.
  • Iterate on pre-launch designs based on live clinic operations, utilizing data and AI for decision-making and efficiency.
  • Drive genuine adoption of change within clinic teams without pausing delivery.
  • Contribute to the global People Partner team’s clinical strategy.
  • Integrate German clinical realities into the global team's agenda.
  • Support the wider European market and other markets as needed.

Requirements

  • 8+ years as a senior People or HR Business Partner leader, managing both senior and frontline leaders of larger teams.
  • Experience as a builder, comfortable starting from a blank sheet, having opened or scaled operations in Germany or built a German people function from scratch.
  • Deep, practical command of German employment law and co-determination, with the judgment to involve legal counsel when necessary.
  • Experience building a scalable staffing model based on an opening cadence.
  • Experience localizing reward structures in Germany, including pay, pension, and equity.
  • Comfortable operating in both pre-launch ambiguity and the discipline of live operations.
  • Ability to move at the pace of the business and lead people through change, including reorganizations, new operating models, or rapid scaling, while maintaining trust and delivery.
  • Ability to simultaneously manage a local delivery mandate and have a seat at the cross-market strategy table.
  • Proficiency with people data and AI in personal work.
  • Ability to tie people decisions to member experiences.
  • Fluent German and English.
  • Based in Berlin.
  • Ready to spend regular time in clinics.
