About the Role
MPACT Strategic Consulting is seeking an experienced Construction Compliance Manager to provide onsite compliance oversight for a construction project on the Lower East Side of Manhattan. This role serves as the primary onsite compliance representative, ensuring adherence to workforce, labor, and business participation requirements.
Responsibilities
- Serve as the primary onsite point of contact for construction compliance matters.
- Monitor contractor and subcontractor compliance with applicable project requirements, including M/WBE participation, workforce requirements, and prevailing wage.
- Conduct regular site observations and worker interviews to verify workforce activity and identify potential compliance concerns.
- Review certified payrolls, workforce reports, contractor documentation, and other compliance records for completeness and accuracy.
- Track subcontractor participation, workforce utilization, hiring commitments, and other required project metrics.
- Coordinate with the general contractor and subcontractors to resolve missing documentation, discrepancies, and identified compliance issues.
- Participate in project meetings and provide timely updates regarding compliance performance, outstanding items, and areas requiring corrective action.
- Maintain secure and organized compliance files and documentation.
- Prepare weekly and monthly compliance reports, summaries, and supporting documentation.
- Identify potential compliance risks early and work collaboratively with the project team to develop and track corrective actions.
- Support contractor education and technical assistance regarding project compliance requirements.
- Escalate significant or recurring compliance concerns to project leadership as appropriate.
Requirements
- Bachelor’s degree in construction management, business, public administration, compliance, or a related field preferred; relevant experience may substitute for education.
- Minimum of 3–5 years of experience in construction compliance, contract compliance, labor compliance, construction administration, or a related field.
- Experience working directly with general contractors, subcontractors, construction managers, or public-sector construction projects strongly preferred.
- Knowledge of prevailing wage, certified payroll, M/WBE participation, workforce compliance, Section 3, or similar construction-related compliance programs preferred.
- Ability to interpret contract requirements and translate them into practical monitoring activities.
- Strong documentation, organizational, analytical, and follow-up skills.
- Strong written and verbal communication skills, including the ability to communicate effectively with construction personnel at all levels.
- Proficiency with Microsoft Excel, Word, and electronic document management/reporting systems.
- Experience with compliance platforms such as LCPtracker, Elation Systems, or similar systems is a plus.
- Must be comfortable working in an active construction environment and regularly interacting with contractors, subcontractors, field personnel, and project leadership.
- Ability to independently manage multiple compliance priorities, meet reporting deadlines, maintain accurate records, and address issues professionally and collaboratively.
