About the Role
This role offers a unique opportunity to play a leading role in accelerating housing delivery across London by tackling utility and infrastructure coordination challenges. As Project Manager, you will lead technical and project management activity to support the New Homes Accelerator London programme, helping unlock strategic housing developments facing infrastructure constraints. You will manage a portfolio of technically complex projects, providing expert insight on utility connections, infrastructure coordination, and development delivery. This role involves convening developers, overseeing consultants, developing technical guidance, analyzing sector challenges, and influencing industry approaches and policy. You will engage with senior stakeholders across the GLA and the wider sector, helping shape how London's infrastructure networks support the city's growth ambitions.
Responsibilities
- Lead support to development partners to unlock strategic housing developments by addressing utility and infrastructure constraints.
- Work with developers, utility providers, London boroughs, government partners, and transport organisations to identify and deliver practical solutions to complex infrastructure challenges impacting housing delivery.
- Provide technical expertise on utility connections, infrastructure coordination, and development delivery, helping partners navigate barriers and accelerate progress.
- Manage consultants and project teams to deliver high-quality technical work, ensuring projects are delivered on time, within budget, and to a high standard.
- Produce reports, case studies, and best-practice guidance to capture lessons learned and influence infrastructure delivery across the sector.
- Build and maintain strong relationships with senior stakeholders across City Hall, government, utility companies, regulators, and the development industry.
- Analyze technical, commercial, and delivery issues where infrastructure impacts development timelines, using data and evidence to identify opportunities for innovation and improvement.
- Represent the GLA at meetings, workshops, and industry events, championing collaborative approaches to infrastructure connections and housing delivery.
- Prepare briefings and updates for senior management, programme boards, and the Mayor's Office, ensuring risks, issues, and opportunities are clearly communicated.
Requirements
- Degree-level qualification (or equivalent professional experience) in Civil Engineering, Utilities, Infrastructure, Construction, Development, Planning, or a related discipline.
- Proven experience of navigating utility connection processes for development, including working with utility providers, developers, contractors, and other stakeholders to progress solutions.
- Strong technical understanding of one or more of the following sectors: electricity, water, wastewater, drainage, gas, telecommunications, utilities, infrastructure delivery, and/or housing development.
- A successful track record of identifying and resolving complex infrastructure or utility-related challenges, using innovative and practical approaches to accelerate project delivery.
- Experience of leading and managing complex projects, including planning and monitoring delivery, managing risks, budgets, consultants, and stakeholder relationships.
- Excellent communication skills, with the ability to produce clear reports, presentations, and briefings on complex technical issues and influence senior stakeholders from a range of organisations.
