About the Role
Lead the digital backbone of Kensington and Chelsea, with strategic ownership of Oracle Fusion and other core HR and Finance systems. This role offers a chance to support improved data usage, efficient service delivery, empower the workforce, and ensure systems run smoothly for staff and residents.
Responsibilities
- Provide strategic leadership and clear ownership across core business platforms, including Oracle Fusion and Revenues and Benefits systems.
- Manage a team of just over 20 people.
- Establish robust governance, drive high standards of service management, ensure visibility of delivery, and build capability within the team.
- Embed and optimize Oracle Fusion following its 2024 implementation, refining business processes, improving data quality, reducing technical debt, and driving user adoption across Finance, HR, Payroll, Procurement, and Revenues and Benefits.
- Work closely with senior leaders to translate organizational needs into a prioritized improvement roadmap.
- Balance strategic oversight with practical delivery, reviewing service performance, overseeing system updates and testing, and ensuring cyber security, access controls, and disaster recovery arrangements remain resilient.
- Manage budgets, contracts, and supplier performance.
- Provide strategic oversight for aligned solutions, including the Revenues and Benefits platform.
- Participate in the out-of-hours leadership rota as part of the Wider ICT leadership team.
Requirements
- Substantial, hands-on track record with Oracle Fusion.
- Deep practical knowledge across enterprise resource planning, payroll, procurement, reporting, security, integrations, and release management.
- Experience leading or playing a major role in a complex Oracle implementation, stabilization, or optimization program within local government.
- Experience leading multidisciplinary application teams.
- Ability to inspire staff, build internal capability, influence senior stakeholders, and establish strong change controls.
- Clear communication skills and resilience.
- Ability to move confidently between strategic system ownership and detailed delivery decisions.
- Credibility, empathy, and clarity under pressure.
- Ability to guide users smoothly through system adoption.
- Ability to turn complex technical challenges into practical, positive outcomes.
