About the Role

Accountable for managing the delivery of Market Conduct compliance of Mortgage Brokers, including related programs and services, in support of overall Market Conduct department strategies.

Responsibilities

  • Manages the delivery of programs and services aimed at regulating Mortgage Brokers, ensuring consistency with Market Conduct performance measures, standards, and best practices.
  • Supports FSRA leadership in formulating strategy and developing tactics, providing leadership in executing programs or services.
  • Oversees the implementation of Mortgage Broker Market Conduct programs, services, and work areas, including operational processes and procedures.
  • Provides regulatory and/or sector level expertise and advice to FSRA management and staff for problem resolution and improvement.
  • Manages the provision of strategic expertise and support for the escalation of conduct matters, including enforcement referrals.
  • Plans and manages compliance reviews and related publications to assess and report on the conduct of mortgage brokers.
  • Works with colleagues to develop and refine new or existing policy approaches for effective supervision of regulated sectors.
  • Manages the unit and its staff to support an environment of service excellence, respecting diversity and encouraging collaboration.
  • Accountable for building a strong team, including hiring, training, performance management, and employee relations.
  • Works with the Head in operational planning, development, and reporting on performance metrics, program effectiveness, risks, and impacts.
  • Recommends approval of financial transactions.
  • Supports critical change and a new collaborative, forward-thinking culture within the unit and across the department.
  • Promotes and supports the implementation of innovation and continuous improvement.
  • Leads and/or participates on projects to represent the unit’s interests in program or service decision making.
  • Develops and manages relationships and consultation with stakeholders impacted by unit programs and operations.
  • Works in collaboration with colleagues on section and department priorities for FSRA.

Requirements

  • Degree in law, accounting, commerce, business administration, engineering, mathematics, public policy, a related field or equivalent.
  • 6 – 8 years’ experience in planning and managing the delivery of regulatory programs or services for mortgage brokers regulated by FSRA.
  • Experience working as a member of a larger relevant regulatory department.
  • Relevant industry experience required.

  • Ability to manage and champion change for a new organizational culture and vision.
  • Skilled in leading stakeholder management and consultation.
  • Skilled in conducting compliance reviews.
  • Knowledge of, and skills in regulatory risk assessment and management principles.
  • Leadership skills to implement a new organizational structure, systems, and standards.
