About the Role

The Pre-Construction Manager is responsible for site selection, design coordination, and permitting for IKE deployments within an assigned region. This role involves identifying potential locations, assessing their buildability, and managing the design and permitting process to ensure sites are ready for construction. The ideal candidate possesses a blend of engineering and permitting knowledge with strong project management skills to evaluate site feasibility, direct A&E firms, identify design issues, and liaise with city agencies.

Responsibilities

  • Own siting for assigned markets, including identifying candidate locations and evaluating them for constructability.
  • Assess power source, right-of-way ownership, corridor and historic district conflicts, sidewalk and ADA clearance, spacing, and active moratoriums before site commitment.
  • Secure necessary approvals by working with property owners, agencies, and community stakeholders.
  • Direct Civil Engineering partners to complete SCIPs, batching field work by market and reviewing the returned package for quality and accuracy.
  • Manage Civil Engineering partners through construction documents, overseeing scope, standards, and dates, and reviewing drawings before submission.
  • Own the permitting process from submittal through approval, controlling the queue, sequencing, agency comments, resubmittals, and escalation.
  • Build and maintain relationships with plan reviewers, DOT staff, and right-of-way administrators in assigned markets.
  • Maintain jurisdiction playbooks detailing requirements, contacts, review timelines, fees, and common rejection reasons.
  • Establish and maintain a market- and jurisdiction-specific siting and permitting checklist, ensuring all criteria are met before permit submission.
  • Track Civil Engineering partner performance on cycle time, first-pass approval, and quality, escalating issues as needed.
  • Report status into the Project Manager's schedule, commit to dates, and flag potential jeopardy early.
  • Partner with the Utility Specialist to ensure power identification and coordination align with design and permitting timelines.
  • Hand off each site at permit-ready status with complete documentation and accurate data in SiteTracker.
  • Contribute to the development of the function, including processes, templates, standards, and tooling.
  • Support the refinement and continuous improvement of the overall siting and permitting process to reduce cycle times and improve efficiency.
  • Develop and implement market-specific strategies and best practices to accelerate permitting while maintaining quality and compliance.
  • Travel to assigned markets as needed for site evaluation, jurisdiction meetings, and agency relationship building.

Requirements

  • 5+ years of experience in engineering, permitting, and project management within construction, infrastructure, telecom, utility, or similar deployment work.
  • Direct experience permitting in the public right-of-way, including encroachment permits and DOT coordination.
  • Experience evaluating sites for constructability and making site selection decisions.
  • Ability to read civil construction drawings to identify deficiencies before submittal.
  • Demonstrated experience managing A&E or Civil Engineering firms, including scope, schedule, and quality.
  • Strong communication and stakeholder management skills, including experience working with municipal agencies and property owners.
  • Experience with SiteTracker, Salesforce, or a similar project tracking system.
  • Proficiency in Microsoft Office Suite.
  • Ability to travel according to business needs.
