About the Role

We are seeking a Director of Community Behavioral Health (DCBH) to optimize services for clients across our programs. This role involves guiding clinicians, managing staff, ensuring quality documentation, and representing the agency in community and policy discussions.

Responsibilities

  • Hire, train, and supervise Behavioral Health team, including conducting annual performance evaluations.
  • Develop and implement a system to evaluate staff skill, experience, and professional development needs.
  • Develop objective performance measurements across all sites to assess program quality.
  • Ensure Behavioral Health staff work within the agency’s mission, vision, and values.
  • Fulfill leadership duties when a position is vacant and support other staffing needs on an emergency basis.
  • Communicate effectively and conscientiously utilizing strength-based language and philosophy.
  • Oversee and review practitioners’ work procedures.
  • Counsel, motivate, and discipline practitioners, referring advanced issues to upper management.
  • Ensure clinicians comply with licensure and registration requirements.
  • Ensure compliance, accuracy, and quality of clinical documentation.
  • Develop programs and ensure compliance with procedures and policies.
  • Implement the IDM model to track associate progress and development.
  • Represent, or ensure representation in, relevant coalitions, policy discussions, and community hearings.
  • Develop and implement strategies to maximize synergy among Behavioral Health programs and other agency departments.
  • Maintain responsibility for ensuring all programs and services have a defined service delivery model.
  • Ensure all programs focus on client-centered services that are needs-driven, strength-based, and culturally relevant.
  • Establish a harmonious working relationship with the community and coordinate services with appropriate community-based organizations.
  • Participate in the delivery of, and attendance at, trainings for agency, professional, and personal development.
  • Manage program contracts, including leading contract negotiations, meeting reporting requirements, and ensuring compliance.
  • Develop and monitor budgets with program leadership and finance staff.
  • Work with development staff to identify and seek additional funding.
  • Act as a liaison between program and funders.
  • Assure the maintenance of records and other administrative requirements of all programs.
  • Ensure compliance with documentation and charting requirements for all funding streams.
  • Ensure contract compliance with all funders, including grant management, presentations, and reports.
  • Lead the development of new programs and services.
  • Lead the annual budget planning process in collaboration with the finance team.
  • Ensure services are provided in collaboration with all applicable funding streams and regulations.
  • Develop the Behavioral Health department’s strategic direction by assessing program performance and identifying service gaps.
  • Develop strategic program-specific goals and timelines in partnership with the Assistant Director of Behavioral Health.
  • Support the Behavioral Health team with implementation of plans as necessary.

Requirements

  • Provides clinical supervision through a structured developmental model.
  • Ability to negotiate, manage, and report on multi-year, multi-funder contracts.
  • Skill in building, monitoring, and forecasting department and program budgets.
  • Excellent written and verbal communication across clinical, administrative, and funder audiences.
  • Ability to compassionately de-escalate and respond to clinical crises.
  • Knowledge of California licensure, scope-of-practice, and clinical documentation standards for behavioral health practitioners.
  • Knowledge of evidence-based treatment modalities appropriate for children, transition-age youth, and families.
  • Understanding of San Francisco behavioral health funding structures and compliance requirements.
  • Knowledge of HIPAA and other confidentiality and privacy regulations.
  • Care for and commitment to the demographics, needs, and community context of the Bayview Hunters Point youth.
  • Ability to exercise sound clinical and administrative judgment under ambiguity or incomplete information.
  • Ability to lead, develop, and hold accountable a multidisciplinary clinical team.
  • Ability to represent the department credibly to funders, city partners, and community stakeholders.
  • Ability to manage competing priorities across multiple grants, programs, and sites.
  • Ability to model and reinforce a strength-based, culturally responsive, and trauma-informed approach.
  • Master’s degree in psychology or related field, or equivalent combination of experience and education.
  • Appropriate licensure (e.g. LMFT, LMSW, etc) from the applicable licensing authority.
  • Possess a National Provider Identifier (NPI) number.
  • 5+ years of supervisory experience in a similar role.
  • Proficient with supervision, service delivery, and case management fundamentals.
  • Proficient knowledge of applicable laws.
  • Strong people skills.
  • Outstanding communication skills, both written and verbal.
  • Valid driver's license.
  • Ability to lift, transfer, push/pull, maneuver, and reposition 25 lbs.
  • Ability to reach, bend and walk.
  • Must be vaccinated against COVID-19 (except for candidates with valid medical and/or religious exemptions).
  • Must be available to work outside of regular business hours on occasion.
