About the Role
As a Business Management Analyst within the Strategic Planning and Workforce Development unit, you will provide client-focused, value-added advisory services and lead initiatives that support business, technology, financial, operational, performance, and risk management objectives. This is a vital analytical and strategic role in the water and wastewater field.
Responsibilities
- Initiate and conduct industry and business research and analysis applicable to developments within the water and wastewater field, corporate policies and practices, legislation and initiatives by other levels of government.
- Document, map, analyze, design and re-engineer business processes to improve efficiency of operations and programs.
- Conduct feasibility studies and financial analyses to assess and integrate processes, technologies, and business requirements.
- Measure the cost and effectiveness of service delivery solutions, projects and programs.
- Develop and manage strategic business and operational planning activities, such as developing and writing detailed business cases, performance reports, and service delivery plans that support budget and resource allocations and/or recommend changes to programs, policies and procedures.
- Shape and define projects and initiatives in consultation with clients and stakeholders to determine the terms of reference, objectives, scope, methodology, activities, schedule, resource requirements, monitoring and performance measurement.
- Facilitate, coordinate and support internal and cross-divisional working groups, committees and ad-hoc work teams.
- Maintain an awareness of current trends, practices and directions in both the professional business world and the water and wastewater marketplaces.
- Apply management concepts and techniques, including best practices, and recommend their implementation where appropriate.
- Participate in senior-level management meetings to understand issues impacting Toronto Water, present findings, assess implications and viability of alternatives, and provide recommendations.
- Liaise and consult with Toronto Water and other City staff to gather knowledge of City and divisional operations, programs and services.
- Implement and review performance measures, maintain data on performance measures, and prepare divisional performance measurement reports.
- Coordinate and/or provide direction to a team of staff.
- Manage assigned projects, ensuring effective teamwork and communication, and high standards of work quality and organizational performance.
- Promote accountability and continuous learning.
- Ensure that project expenditures are controlled and maintained within approved budgets.
- Support the development, evaluation, negotiation, and administration of large-scale service agreements, procurement processes, and contracts.
- Leverage a strong understanding of budgeting and financial systems.
Requirements
- Post-secondary education in business or public administration, a professional discipline or other pertinent field related to the job function, or an approved equivalent combination of education and experience.
- Considerable experience in analyzing and implementing strategic and long-term business planning activities, including researching, developing and writing processes, technical requirements, business plans, business performance reports, and/or service delivery plans in support of system development, policies, programs and recommendations.
- Considerable analytical and implementation experience in assisting large organizations in the areas of organizational design, business and technology planning, process review and modelling, and management structure development, using various management concepts, tools and techniques.
- Considerable experience in all phases of project management, including managing project teams, facilitating and coordinating stakeholders and meetings, developing project scopes and handling competing priorities and multiple tasks concurrently.
- Extensive experience in initiating, leading and implementing proactive continuous improvement initiatives.
- Knowledge and ability to develop a performance management framework, including establishing, monitoring and reporting on key performance measures and indicators.
- Exceptional interpersonal and organizational skills including relationship building, negotiation and conflict resolution.
- Ability to work collaboratively with divisional and/or other City staff at all levels and deal with senior management on complex and sensitive issues.
- Well-developed written and oral communication skills, with the ability to prepare clear, concise written reports, deliver effective presentations, and effectively communicate findings, conclusions and complex information in an understandable way.
- Proficient in using spreadsheets, databases and other software tools and applications for presentations and graphics, project management, business modelling, and fiscal and statistical analytical packages.
- A valid Province of Ontario Class "G" driver's licence and ability to obtain and maintain a City Permit.
