About the Role

Reporting to the Senior Manager, Facilities, the Manager, Facilities Design and Construction oversees the implementation of both interior and capital projects throughout the City of London. This role ensures facilities meet evolving corporate needs and provides oversight to a multi-disciplinary team using best practices for project execution. The position also involves liaising with City of London Service Areas and Divisions for enterprise-wide collaboration.

Responsibilities

  • Provide leadership in the coordination and delivery of programs, initiatives, policies, projects, and planning that contribute to the implementation of strategic initiatives for Fleet and Facilities.
  • Manage employees, including hiring, coaching, administration, and performance management.
  • Oversee the successful outcomes of all assigned projects, from planning to closeout.
  • Manage projects and facilities services in accordance with applicable legislation, guidelines, and municipal policies.
  • Develop and execute detailed project plans, including schedules, communication plans, and critical path milestones.
  • Develop budgets and project plans based on financial resources and priorities, providing strategic advice and monitoring budgets.
  • Collaborate with service areas to understand needs and develop solutions aligned with corporate goals.
  • Oversee the preparation of tenders, contracts, and quotations.
  • Manage individual projects in liaison with staff, consultants, and contractors, ensuring asset data is collected and updated.
  • Encourage and support employee participation in divisional and organizational objectives.
  • Mentor, provide development opportunities, and build team performance.
  • Provide updates, information, and recommendations to the Senior Manager, Facilities.
  • Identify and recommend internal controls, policies, and procedures.
  • Liaise with unions on issues affecting bargaining unit employees.
  • Promote and foster working relationships with employees and bargaining units.
  • Administer provisions of collective agreements and promote grievance resolution.
  • Provide representation at mediation and arbitration proceedings.
  • Build and support employee commitment to high performance in customer service, safety, and goal achievement.
  • Engage in opportunities to work across Divisions and Service Areas for enterprise-wide collaboration.
  • Prepare reports for Council and various Committees.
  • Identify, recommend, adapt, and implement innovative work practices and procedures to improve service delivery.
  • Recommend and develop processes and tools to increase efficiencies and improve service effectiveness.
  • Implement strategies to track performance measures for Unit deliverables.
  • Adhere to the Procurement of Goods and Services Policy.
  • Provide input to the development of the annual operation budget for Fleet and Facilities.
  • Represent the Service Area at Standing Committees and Council meetings.
  • Represent the City of London and Service Area in legal proceedings.
  • Prepare responses to inquiries from elected officials, media, and the public.
  • Represent the Division on boards and committees of external organizations.
  • Demonstrate commitment to anti-racism, anti-oppression, and human rights.
  • Demonstrate commitment and adherence to Health and Safety legislation and programs.
  • Actively promote a culture of safety with direct reports.

Requirements

  • Demonstrated knowledge and experience in areas of accountability with an understanding of programs and services and their alignment with Division objectives.
  • Demonstrated analytical and business planning skills with a proven track record for implementing and monitoring programs and services.
  • Demonstrated knowledge and experience in contract administration, project management, and delivery methodology.
  • Demonstrated positive and proactive leadership capabilities, adept at leading employees, contracted services, and consultants.

  • A degree in Engineering, Business Administration, Architecture, Facilities Management, or a relevant area of study, or equivalent combination of education and experience.
  • Five to seven years of progressively responsible experience managing people and projects in a related field, or equivalent combination of education and experience.
  • Knowledge of theoretical and practical elements of project management, including project staging, charter development, Gantt charting, and Critical Path Monitoring (CPM).
  • Fundamental knowledge of regulatory codes and design standards, office space planning, facilities planning and design principles, furniture systems, and construction and project management methodology.
  • Valid Driver's License-Class G and the ability to attend site visits.
  • Must complete a Criminal Record Check.

Salary/Compensations

  • $105,278 - $138,095
