About the Role
The Housing Secretariat Tenant Access and Support Unit is seeking a Policy Development Officer to support the Choice Base Housing Modernization Project. This role involves leading stakeholder engagements, developing housing policies, supporting training, and preparing reports for senior management.
Responsibilities
- Lead strategic policy development, analysis, research, and program development processes.
- Formulate and recommend new policies and amendments, preparing implementation plans.
- Foster collaborative working relationships with internal and external stakeholders.
- Engage stakeholders, service providers, and community groups in system and service analysis.
- Conduct program and function reviews, and develop performance monitoring and quality assurance systems.
- Evaluate program and policy effectiveness through research and analysis.
- Conduct qualitative and quantitative research on social and affordable housing trends.
- Prepare Committee and Council reports, research analysis, funding requests, and briefing notes.
- Draft program directives and other communications to service providers.
- Maintain awareness of social, economic, and political issues and trends.
- Implement policy and programs through communication, accountability frameworks, and training.
- Provide leadership in planning project-based assignments to investigate policy and program options.
- Develop policies, strategies, and program recommendations to improve housing and support services.
- Develop targets, criteria, and outcome measures to assess program effectiveness.
Requirements
- Post-secondary education in public administration, public policy, business administration, social science, or equivalent experience.
- Extensive experience with housing-related policy and legislation, including policy analysis, planning, development, and program design, implementation, and evaluation.
- Considerable experience in project management with a demonstrated ability to meet deadlines.
- Extensive experience with stakeholder engagement, including developing engagement plans, leading consultations, and consensus building.
- Understanding of Federal/Provincial/Municipal and community funding relationships.
- Knowledge of policies affecting housing programs is essential.
- Excellent strategic and conceptual skills to develop creative solutions.
- Strong research, analytical, and conflict resolution skills.
- Excellent relationship-building skills for engaging and facilitating training for diverse stakeholders.
- Highly developed verbal and written communication skills, coupled with political acuity.
- Ability to work independently and lead effective teams.
- Familiarity with Occupational Health and Safety legislation.
