About the Role

Cornell Cooperative Extension of Chautauqua County seeks an Agriculture Team Leader to provide leadership in program assessment, development, delivery, and evaluation. This role also involves administrative direction, management, and coordination of agricultural programming, assisting the Executive Director with daily operations, and providing continuity of leadership in their absence.

Responsibilities

  • Provide leadership in the assessment, development, planning, delivery, and evaluation of agriculture educational programming.
  • Provide administrative direction, management, and coordination of programming efforts.
  • Assist in the daily functioning of the Association, including finance, administration, human resources, business, and facilities operations.
  • Act in the Executive Director’s absence to provide continuity of leadership.
  • Lead the application of subject matter knowledge to identify needs, gaps, and trends in the community.
  • Develop program needs assessment and analyze program needs.
  • Ensure program assessment is within the scope of statewide and association plans of work.
  • Make recommendations for programmatic offerings, enhancements, and/or improvements.
  • Maintain direct linkage with Cornell University faculty/program units and Regional Agriculture Teams for program assessment guidance.
  • Lead the application of subject matter knowledge to develop educational strategies for agriculture, agriculture economic development, and food systems educational programming.
  • Develop high-quality educational programs and program materials.
  • Develop Farm to School, Ag and Food Systems programming initiatives.
  • Develop agri-tourism initiatives.
  • Ensure program development is within the scope of the Association Plan of Work and the mission of Cornell Cooperative Extension.
  • Research, identify, and select existing resources for programmatic offerings.
  • Formulate and implement strategies to improve program quality, deliverables, and impact based on evaluation data.
  • Develop relationships with partner agencies, organizations, industries, and community leaders.
  • Maintain direct connection with Cornell University faculty for program development guidance.
  • Provide leadership to the process of program delivery and delivery strategies.
  • Serve as subject matter expert in agriculture for staff, volunteers, participants, and professionals.
  • Deliver innovative and multi-disciplinary programs utilizing various teaching methods.
  • Consult and collaborate with target audiences/stakeholders, collaborators, organizations, and agencies in program delivery.
  • Foster acceptance of programs, methods, and policies.
  • Ensure program delivery is within the scope of the statewide and Association Plan of Work.
  • Represent CCE professionally before the public, participants, community leaders, government officials, and Cornell or other land grant universities.
  • Maintain direct linkage with Cornell University faculty for program delivery guidance.
  • Develop program evaluation to measure program impacts and gain input for continuous improvement.
  • Interact with program participants, advisory committees, Cornell program specialists and faculty, and county/community leaders to obtain evaluation data.
  • Communicate evaluation data, results, and findings to the Executive Director, Supervisor, committees, and constituents.
  • Recommend program changes to strengthen and improve programs.
  • Evaluate implemented change impacts and utilize information to direct future work.
  • Maintain direct linkage with Cornell University faculty for program evaluation guidance.
  • May be involved in multidisciplinary and/or multi-association team efforts to design or analyze program evaluation.
  • Provide high-level administrative leadership to support delivery of Agriculture program goals.
  • Provide leadership within the agricultural program assisting the Executive Director with development processes, including priorities, staffing, resource allocation, and evaluation.
  • Oversee the Agricultural Program Committee and citizen involvement.
  • Anticipate and propose budgets based on established financial guidelines.
  • Assist with developing enhanced revenue streams through a diversified fund development plan.
  • Assist in the development of the Association's finances, human resources, technology, marketing/communications, facilities, and risk management functions.
  • Support and assist with the development of a clear Association vision and goals.
  • Provide leadership for the development of staffing plans that support educational programming.
  • Support and oversee professional development initiatives for agricultural staff.
  • Assist with ensuring mandatory trainings are completed by staff annually.
  • Collaborate with the Executive Director to encourage local application and engagement with the CCE mission, vision, and values.
  • Guide the development of the Association's Plan of Work, strategic plans, goals, and objectives.
  • Actively pursue opportunities to expand program capacity, improve administrative efficiency, and reduce operational expenses.
  • Provide relevant support to the Executive Director for delegated and assigned administrative needs.
  • Evaluate and implement human resource programs, policies, and procedures.
  • Support the Executive Director with developing and sustaining relationships with local, county, and federal governments, key officials, Cornell University, other CCE Associations, agencies, organizations, industries, and community leaders.
  • Provide high-level program management responsibilities and delegate as necessary.
  • Oversee agriculture programs to ensure educational content conforms to policies, is research knowledge-based, and aligns with University direction and Plans of Work.
  • Provide leadership to facilitate problem-solving and conflict management within the Agriculture program area.
  • Identify activities and resources needed to carry out program priorities and goals.
  • Identify, develop, enhance, and engage networks of volunteers and volunteer leaders.
  • Provide fiscal management and budget development leadership.
  • Manage new and existing grants and funding opportunities.
  • Ensure grant funding and reporting requirements are met.
  • Assist in identifying ways to reduce costs and maximize existing resources.
  • Engage agricultural staff to ensure understanding of the Association's financial status.
  • Assist in negotiation of contracts for approval by the Executive Director.
  • Assist in the oversight and support preparation of Association budget and financial reports.
  • Manage the implementation of the agricultural communications/marketing plan.
  • Monitor agricultural electronic and print communications for content and adherence to requirements.
  • Select, orient, lead, and manage agricultural staff.
  • Supervise direct reports, provide feedback, and conduct performance reviews.
  • Address employee relations issues.
  • Assist the Executive Director in managing and administering overall Association operations.
  • Assist in identifying problems and resolving conflicts within the Association.
  • Assist in the implementation of the Association's strategic plan.
  • Assist in maintaining effective working relations with legislators, government leaders, community leaders, and funding agencies.
  • Inform, negotiate, and collaborate with the Executive Director and Cornell Cooperative Extension Administration on Association matters.
  • Oversee the maintenance of Association assets.
  • Represent the Association in the Executive Director’s absence.
  • Serve as Right to Know, ADA, Affirmative Action, and Diversity Plan representative.
  • Provide administrative leadership to the coordination of assessment, development, delivery, research, and evaluation of educational program goals.
  • Provide training to staff related to specific job responsibilities.
  • Review and approve time cards and time-off requests for direct reports.
  • Assist Executive Director in the preparation and submission of grants and contract proposals.
  • Actively serve on appropriate local, regional, and state committees and task forces.
  • Schedule, coordinate, facilitate, and/or participate in meetings, training, and conference calls.
  • Maintain communication with constituents and the community through various methods.
  • Coordinate marketing and promotion of agricultural resources.
  • Provide information to assist with preparation of reports, impact statements, and success stories.
  • Prepare and submit accurate expense reports, mileage reports, receipts, and/or vouchers.
  • Maintain confidentiality of all information and data.

Requirements

  • Master’s Degree in Agriculture or closely-related field (or) Master’s Degree in Management, Business or Human Resources with Bachelor’s Degree in Agriculture.
  • 2 years of relevant work experience.
  • Ability to meet travel requirements.
  • Ability to meet acceptable background check standards.
  • Ability to work flexible hours, which may include evenings and/or weekends.
  • Ability to clearly communicate (speak, read, and write proficiently) in English.
  • Proficiency with windows-based software including use of the internet and Microsoft Office Suite.
  • Demonstrated ability to handle sensitive materials and information and maintain confidentiality.
  • Demonstrated ability to communicate effectively through verbal, written, and visual channels using traditional methods and educational tools, as well as electronic technology.

  • Experience with Cooperative Extension or other similar educational organizations (Preferred).
  • Background or course work in Leadership, Management, Human Resources, Education, Agri-Business, Farm work, Grant Writing/Management, Non-Profits, and/or Agricultural Economic Development (Preferred).
  • Demonstrated experience dealing with the public or private sectors of the agricultural industry and/or promoting and enhancing agricultural development (Preferred).
  • Knowledge of compliance with local, state, and federal regulations and risk management practices (Preferred).
