About the Role
The Assistant Project Manager will support the Project Manager, Project Executive, or VP of Construction in overall project planning, scheduling, resource allocation, project accounting, and document control. This role ensures compliance with quality standards, project planning, cost management, time management, contract administration, code compliance, and safety.
Responsibilities
- Assist in charting project objectives and plans, setting performance requirements, and selecting project participants.
- Optimize utilization of resources (labor, materials, equipment) and ensure procurement at cost-effective terms.
- Implement operations through proper coordination.
- Develop effective communication and conflict resolution mechanisms.
- Assist in preparing scopes of work and soliciting bids.
- Assist in generating and reviewing project budgets during preconstruction.
- Assist in generating assumption and qualifications statements.
- Assist in establishing and maintaining buyout schedules.
- Review and qualify bids and consult with Senior Management before awarding subcontracts.
- Generate and compile leveling sheets and prepare contracts and purchase orders for approval.
- Contract with MBE/FBE trades and suppliers and track/report as required.
- Negotiate pricing and terms with subcontractors and suppliers.
- Execute provisions within Owner Contract Documents for the project lifecycle.
- Maintain strict adherence to the budget based on monthly forecasts.
- Update the project budget and prepare updated versions for monthly reviews.
- Advise the project team of potential impacts to the project budget.
- Investigate cost-saving methods, materials, and procedures.
- Identify and track cost issues and changes within revised plans, specifications, and RFIs to ensure projections are accounted for in the budget.
- Maintain a record of field work orders and change orders and their impact on job cost and construction schedule.
- Resolve subcontractor and supplier contractual disputes.
- Document and track subcontractor back charges.
- Document in writing with subcontractors via change order or other negotiated resolution.
- Ensure accuracy of the budget and final project cost at closeout.
- Review and approve invoices for accuracy within an approval workflow.
- Obtain refunds for any deposits made during construction.
- Obtain the release of any bonds posted during construction by NRP or any subcontractor.
- Ensure quality issues are documented and addressed in writing with subcontractors.
- Maintain strict adherence to quality standards.
- Create project-specific contract specifications and scopes of work.
- Perform periodic site visits to ensure compliance with construction documents, commitments, and timelines.
- Ensure third-party consultants and design teams provide appropriate site inspections and report compliance with project documents.
- Review testing reports and ensure appropriate threshold inspections are documented for compliance with AHJ and project documents.
- Review reports and track closure of issues identified by consultants or inspectors.
- Identify and ensure all warranty documents are obtained and conform to contract requirements and project specifications.
- Coordinate with Operations Manager, Project Manager, Project Superintendent, and Scheduling Department to prepare a project construction schedule for approval.
- Review and update construction schedules weekly with Project Manager, Project Superintendent, and Scheduling Department.
- Identify and report schedule impacts/challenges that have the potential to delay the project to senior management.
- Document schedule delays with subcontractors.
- Monitor the process to obtain certificates of occupancy within the project timeline.
- Update turn schedules as required.
- Accurately track weather delays with the superintendent and generate substantial completion change requests.
- Maintain strict adherence to safety standards.
- Evaluate the project for possible hazards and risks.
- Coordinate with the NRP Safety Department to ensure all required subcontractor safety documentation is submitted and approved.
- Coordinate preconstruction safety meetings with the NRP Safety Department and subcontractors.
- Resolve safety conflicts/violations when required.
- Notify unsuccessful bidders once a subcontract is awarded.
- Obtain information required for loan closing.
- Identify elements of project design and construction likely to give rise to disputes and claims.
- Ensure revised plans and specifications are provided to the Project Superintendent, field, and all subcontractors.
- Procure, receive, track, review, distribute, and seek approval of shop drawings, submittals, and RFIs.
- Maintain the submittal log, expediting the approval process to avoid job delays.
- Work with the Project Superintendent and Project Manager to anticipate and avoid problems affecting the construction project.
- Prepare and manage documents for project meetings.
- Communicate daily with the Project Superintendent and Project Manager regarding potential problems.
- Attend periodic team meetings, including design team, project owner’s representative, construction staff, bank’s inspector, and city/state agencies.
- Generate meeting minutes for meetings facilitated by NRP.
- Serve as a key link with clients and review team-prepared deliverables before client submission.
- Obtain, assemble, distribute, and file all as-built drawings, warranties, certificates of occupancy, and final lien releases.
- Obtain, organize, and file all documents needed for the owner’s closeout manual.
- Ensure all subcontracts and proper certificates of insurance are executed and filed before subcontractor work commences.
- Ensure all performance and payment bonds or letters of credit, if required, have been filed or received.
- Ensure all performance and payment bonds are released as required.
- Coordinate and manage warranties.
Requirements
- Bachelor’s degree in Construction or Civil related field (e.g., Civil Engineering, Construction Management, Construction Engineering Technology) preferred or equivalent relevant experience.
- 3+ years of experience managing the construction of multi-family projects with a stable employment history and proven track record.
- Proficient in Excel, Word, and Outlook.
- Knowledge of Timberline, Bluebeam, Adobe, and Onscreen Takeoff software is a plus.
- Valid Driver's License required.
- OSHA 10 hour preferred.
- First Aid-AED training.
- Additional safety certifications are a plus.
