About the Role
The IT Interoperability Manager provides senior technical leadership for the Rural Health Transformation Program's data sharing and interoperability initiatives, developing and executing the regional data sharing, interoperability, and information technology plan. This role serves as the subject-matter expert on health data interoperability, assessing regional infrastructure and leading the implementation of interoperability connections and platforms.
Responsibilities
- Provide senior technical leadership and serve as subject-matter expert on health data interoperability, guiding staff, partners, and vendors.
- Identify and maintain a roster of critical stakeholders requiring interoperability.
- Inventory existing data systems, referral platforms, HIE connections, case management tools, analytics capacity, and data-sharing agreements.
- Identify data gaps and develop methods and systems to close them.
- Assess privacy, consent, data governance, and security considerations for inter-agency data sharing.
- Identify and evaluate technology and interoperability options and map them to priority use cases.
- Identify costs, procurement needs, and sustainability considerations.
- Author the Data Sharing, Interoperability, and Information Technology Plan.
- Lead the Data Governance and Interoperability workgroup.
- Execute the implementation sequence defined in the plan.
- Configure, test, and onboard interoperability connections and data feeds.
- Operationalize shared care coordination platforms, referral management, dashboards, and population health tools.
- Establish and maintain data-sharing agreements, consent, and governance controls.
- Manage technology vendor relationships, contracts, and implementation timelines.
- Oversee associated budgets and procurement.
- Monitor data quality, feed completeness, and system performance.
- Troubleshoot interoperability issues.
- Refine the roadmap as regional needs evolve.
- Oversee IT Interoperability team members (2-5 employees).
- Coordinate cross-functional support with IT teams, contractors, participating organizations, and vendors.
Requirements
- Bachelor’s degree in Health Informatics, Information Technology, Public Health, Computer Science, or a related field required; Master’s degree preferred.
- Master’s degree with a minimum 7 years (or Bachelors with 10+ years) of progressive experience in health data, interoperability, or IT/data systems, including experience leading interoperability, integration, or health IT initiatives.
- Demonstrated leadership of technical projects, cross-functional teams, and technology vendor relationships.
- Deep, hands-on expertise with health information exchange (HIE) and interoperability standards (HL7 v2, FHIR, C-CDA, X12, ADT), integration engines (e.g., Mirth/NextGen Connect), EMPI, APIs, and ETL processes.
- Expert knowledge of HIPAA, HITECH, 42 CFR Part 2, PHI/PII, consent management, and data governance across multiple organizations.
- Experience in a healthcare data setting; familiarity with healthcare quality measures and value-based care highly desirable.
- Experience negotiating and managing data-sharing agreements and data use agreements.
- Familiar with HITRUST/SSP and healthcare security frameworks.
- Strong leadership, strategic planning, documentation, and stakeholder management skills.
