About the Role

The Compliance Manager is responsible for overseeing and ensuring regulatory compliance across the CDS Housing affordable housing portfolio. This role ensures compliance with federal, state, and local affordable housing program requirements, monitors program compliance, conducts file reviews and audits, develops and implements policies and procedures, provides training and guidance, and supports property operations in maintaining maximum occupancy while minimizing compliance risk. The Compliance Manager serves as a key resource in promoting operational excellence, regulatory adherence, collaboration, customer service, and continuous improvement.

Responsibilities

  • Understand and conduct all business in accordance with regulations of HUD, DHCR, HFA, USDA and all other federal and state supervisory agencies, Fair Housing, Americans with Disabilities Act, OSHA, federal, state, local and all other laws pertaining to the organization’s multifamily housing and employees.
  • Review tenant files and waitlist management for compliance and maintain Landsman policies and procedures with regards to Fair Housing, tenant selection, and regulatory procedures.
  • Work with property staff to approve eligible applicants and ensure that all admissions comply with program regulations and fair housing.
  • Assist on site with new property lease-ups.
  • Review and track certifications, corrections and transmit property data into required agency and partner monitoring systems.
  • Maintain SAM renewals, run and maintain EIV back-up reports and binder.
  • Support site staff with access to HUD systems.
  • Provide support via phone, email and/or in person to Community Managers with regards to correct policies and procedures of program certification, as well as outstanding compliance related issues.
  • Research Fair Housing/Equal Opportunity questions brought forth by property managers or tenant.
  • Notify the Director of Housing and Asset Manager of any/all regulatory issues relating to affordable housing programs in a timely manner.
  • Provide trainings and conduct in-house audits.
  • Follow up on tenant file audit findings to ensure compliance and report corrections as required.
  • Prepare documents and required quarterly and annual reports including annual AFHMP outreach.
  • Prepare and process utility allowances and gross rent changes.
  • Maintain property management software and maintenance of forms.
  • Ensure submission of monthly reports to DHCR, HUD, USDA or other regulatory agencies as required.
  • Attend all recommended / mandated trainings to stay current with compliance regulations and Fair Housing Laws.
  • Follow all company rules, regulations, policies, and procedures as set forth in training sessions, manuals, memos and other means of communication.
  • Perform all other duties as assigned.

Requirements

  • Comprehensive knowledge of affordable housing regulations, eligibility requirements, income certifications, recertifications, rent restrictions, and compliance reporting.
  • Demonstrated ability to manage multiple priorities, meet deadlines, and maintain a high level of accuracy in a fast-paced environment.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and other business software applications.
  • Experience with RealPage and affordable housing compliance software, including system setup, maintenance, reporting, and file management.
  • Strong written and verbal communication skills with the ability to draft, edit, and review professional correspondence, policies, procedures, reports, contracts, and other business documents.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to train, mentor, and provide compliance guidance to Community Managers and site teams.
  • Ability to effectively interpret and communicate complex regulatory requirements to various audiences.
  • Must be at least 18 years of age.
  • Must meet applicable Vehicle Operator Requirements.
  • Adhere to all CDS Life Transitions, Inc. and affiliates policies and procedures.

  • Attend mandatory education and training modules as scheduled; obtain and maintain required certifications.
  • Maintain all required certifications/training by State regulations and CDS policy.
  • Act as a professional representative of CDS Life Transitions, Inc. and affiliates in regards to appearance, behavior, temperament, communication, language, and dress.

Experience Level

  • Minimum of five (5) years of progressively responsible affordable housing compliance experience required
  • Prior experience overseeing compliance for a multi-site affordable housing portfolio preferred

Education Level

  • High School Diploma or GED required
  • Associate's or Bachelor's degree in Business Administration, Real Estate, Property Management, Public Administration, or a related field preferred
  • Certified Occupancy Specialist (COS) or, Tax Credit Specialist (TCS), or equivalent affordable housing certification preferred; ability to obtain applicable compliance certifications within 6 months of hire if not currently held

Salary/Compensations
