About the Role

Under the supervision of the Financial Branch Manager, administers the billing process and eligibility monitoring functions for contract billings. Performs highly advanced, senior level, technical and consultative work with minimal supervision and extensive latitude for initiative and independent judgment.

Responsibilities

  • Processes contractor invoices for payment and verifies supporting documentation.
  • Monitors spending trends of contractors and reports those at-risk for lapsing program funds to contract managers.
  • Maintains contract reporting and tracking databases, including analysis of financial information.
  • Prepares professional management reports for contracts and other pertinent data.
  • Performs contract files maintenance, data entry into contractor database, and maintains centralized filing system.
  • Monitors contract compliance with federal and state laws, rules, regulations, guidelines, policies, and procedures.
  • Coordinates with contractors and other areas of the Department on voucher corrections and adjustments.
  • Responsible for Purchase Order Adjustments.
  • Works closely with program and unit staff to provide training and technical assistance to DSHS staff and contractors.
  • Provides high-quality customer service to external and internal customers.
  • Reviews and approves contractor voucher requests for payment.
  • Completes highly technical review of contractor expenditures.
  • Assists with contract close out activities, including processing purchase order adjustments, close outs, and financial status report reconciliations.
  • Acts as liaison to program staff and other agency staff regarding contractor voucher corrections and adjustments, and contractor reports.
  • Monitors tracking systems for voucher requests to ensure timely processing.
  • Develops, coordinates, and adheres to policies, procedures, and guidelines for programs within the agency related to contract management.
  • Monitors and evaluates billing and/or performance measure reports.
  • Keeps Contract Manager informed of any identified issues with billing and performance measure reports.
  • Coordinates the development and analysis of data to write required reports for federal and state funding.
  • Prepares ad hoc management reports, correspondence, and other materials on client service contracts.
  • Participates in disaster response and/or recovery or Continuity of Operations (COOP) activation as needed.

Requirements

  • Certified Texas Contract Manager (CTCM) is preferred or must be obtained within the first year of employment.
  • Applicants must reside within 50 miles of DSHS Central office (1100 W. 49th St., Austin, Tx).
