About the Role
Astoria Operations is seeking a Section Manager for the Technical Services team to ensure the safe, compliant, and cost-effective operation and maintenance of testing instrumentation and electronic equipment. This role involves leading management and union teams, collaborating with various groups to support clean energy commitments and sustainability goals, and fostering a safe, productive, and respectful workplace.
Responsibilities
- Drives a culture of safety, civility, integrity, ethics, and pride while fostering a positive and respectful work environment that embraces inclusion and compliance.
- Governs and supports the effective scheduling and coordination of instrumentation testing, repairs, and calibrations for various electronic equipment, hi-pot test sets, safety materials, analog and digital meters, and transducers, including maintenance of NIST certifications.
- Oversees employees responsible for scheduling, coordinating, and directing the workforce to support the upgrade and maintenance of Unit Substation Automation (USA) systems, performing sound level surveys, ground grid testing, and cad-weld testing.
- Directs a management and union workforce in prioritizing daily work assignments and resource requirements to meet customer needs, budgets, and timeline constraints.
- Develops and manages budgets, identifying and implementing cost-effective and customer-centric work processes.
- Collaborates to understand and address customer needs, collecting and analyzing data to determine root causes and business process improvements for safety, reliability, and productivity, developing actionable plans while managing costs.
- Ensures collaboration with internal and external stakeholders to maintain and upgrade technology platforms and work management systems.
- Facilitates employee development and fosters a positive atmosphere through administration of personnel policies, performance appraisal, corrective discipline, and security protocols.
- Implements, communicates, and enforces regulatory compliance (OSHA, ISO, cyber, DEC Inspections, NYS, PHMSA).
- Performs other related tasks and assignments as required.
Requirements
- Proven ability to handle multiple projects, stay within budget and meet deadlines.
- Process driven and familiar with work management/asset management systems.
- Union, management and vendor supervisory experience.
- Partnering with others to solve problems.
- Energetic and motivated leader who is an effective communicator and team builder.
- Knowledgeable of local 1-2 collective bargaining agreement and experience implementing provisions.
- Experience in successfully partnering with customers to set expectations, comply with regulations, specifications and procedures, meet safety requirements, and implement company policies.
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- Must be able and willing to travel within the Company services territory, as needed.
- Must be able to visit field sites often in all types of weather conditions to oversee and address field conditions for safety, compliance and productivity.
- The position may require local and out-of-town travel and representation of the Company with various internal and external stakeholders.
