About the Role
The Texas Health and Human Services Commission (HHSC) is seeking a Budget Analyst III to assist in the development of regional operating budgets and manage expenditures to ensure effective fund utilization. This role involves preparing financial reports, managing fiscal functions, and providing technical assistance on budget procedures.
Responsibilities
- Assist in the management of regional fiscal functions including accounts payable, accounts receivable, and the supply ordering system.
- Audit purchase vouchers to ensure compliance with HHSC payment policies and procedures.
- Serve as the Financial Services liaison with other agencies and regional staff upon request.
- Develop and maintain reports to aid in the management of regional operating budgets.
- Run routine and ad hoc queries using CAPPS Financials.
- Resolve budget issues through professional communication with Central Office and regional staff.
- Monitor budget expenditures accurately to optimize fund utilization.
- Communicate with PCS to ensure purchase order numbers are assigned.
- Serve as the region's super-user in the requisition purchasing process.
- Assist in the management of the cost pool supply ordering system.
- Provide technical support and assistance on the use of funds, fund availability, and budget procedures.
- Provide assistance to vendors, staff, and management regarding Accounts Payable.
- Ensure payment records are organized and maintained for audit purposes.
Requirements
- High School diploma or GED required.
- Knowledge of accounting principles and practices.
- Knowledge of financial automated systems and Microsoft Office Suite.
- Ability to communicate effectively in writing as demonstrated in the application.
- Experience in gathering data and producing statistical reports.
- Valid Class C Texas Driver’s License.
- Ability to assist with emergency/disaster situations throughout the state.
- Ability to travel which may include overnight stays.
