About the Role

Under minimal supervision, this position designs and assists in the design of electric utility system facilities, including generation, electric substations, transmission and distribution lines, network systems, protection systems, SCADA, market operation and settlement systems, and street lighting. This role is within the Power Production and Electrical Services Delivery department of Austin Energy and serves as an engineering project management subject matter expert.

Responsibilities

Prepares standards, equipment specifications, design procedures, and test procedures.
Performs power system studies including protective relay coordination, fault studies, load flows, service reliability, power quality, voltage stability, and power system market operations and settlement studies.
Prepares engineering designs and develops drawings and documents for generation, transmission, distribution, substations, and SCADA/EMS.
Prepares circuit maps, control diagrams, charts, databases, and plans for various electrical facilities.
Provides assistance to customers, developers, and other City Departments on technical matters related to electric utility services.
Provides technical and financial inputs for electric utility planning and budget processes.
Investigates and analyzes engineering design problems, develops solutions, and drafts reports and presentations.
Prepares safety procedures for electric facilities.
Assists in staying updated with the latest utility industry developments to meet NERC, FERC, ERCOT, and TX PUC standards and regulatory requirements.
Works closely with field personnel to support project energization.
May provide leadership, work assignments, evaluation, training, and guidance to others.

Requirements

Knowledge of engineering design principles applicable to electric utility operations.
Knowledge of advanced mathematical techniques such as trigonometry, calculus, and coordinate geometry.
Knowledge of engineering standards, codes, practices, procedures, materials, and equipment used in the design, construction, and operation of electric utility systems.
Knowledge of established engineering principles and methods.
Knowledge of preparation of cost estimates and engineering and feasibility reports.
Ability to perform complex engineering calculations and analyze engineering problems.
Knowledge of regulatory requirements within local and state ordinances and laws.
Skill in oral and written technical and general communication, including report preparation.
Skill in negotiations and handling conflict resolution.
Knowledge of City of Austin purchasing and contract policies and procedures.
Must be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Ability to travel to multiple locations for regular work assignments.
Must meet the Driver Safety Standards in the City of Austin Driver Safety Program if driving is required.
