About the Role
The Financial Management Program Manager Analyst will assist the unit Resource Advisor and leadership by analyzing financial data, drafting reports and advisory documents, supporting budget planning and execution, and developing and maintaining the financial management ecosystem. The role requires a minimum of 20 to 25 hours of support per week during standard base business hours.
Responsibilities
- Track daily/weekly commitment, obligation, and expenditure of unit O&M funds using government-provided systems.
- Maintain and update local financial tracking spreadsheets with an accuracy rate of 95% or higher.
- Draft financial status reports, end-of-month execution summaries, and financial briefing slides for unit leadership review and approval.
- Review administrative financial documents for completeness and mathematical accuracy.
- Assist in formatting, consolidating, and tracking Unfunded Requirement (UFR) packages and other requests.
- Prepare and process funding documents for government review, approval, and transmittal.
- Assist with programming and budget planning activities, including building execution plans.
- Identify available contracts to execute niche space operations requirements.
- Investigate and recommend legal contracting mechanisms to support space-related activities.
- Coordinate with budget managers across higher headquarters and sister units.
- Identify budgetary gaps and opportunities across the Future Years Defense Plan (FYDP).
- Identify, recommend, and implement process improvements to enhance financial management practices.
Requirements
- Minimum of five years' experience working with budgets, resourcing, finance, and/or accounting.
- Working knowledge of DoD financial terminology.
- Working knowledge of general accounting principles.
- High proficiency in Microsoft Excel and PowerPoint.
- Must be able to obtain and maintain base access to Yokota Air Base.
- Must be able to obtain a favorable background check for a standard Common Access Card (CAC) and NIPRNet IT network access.
- Must be able to obtain a United States "Secret" security clearance prior to commencement of services.
