About the Role
The Research Foundation for Mental Hygiene, Inc. (RFMH) is seeking a qualified, motivated, and dependable individual to fill a full-time position as a Human Resources Specialist II. This role requires prior HR experience to manage daily HR and Payroll operations. The ideal candidate must be organized, able to manage multiple deadlines, a self-starter, and a team player with excellent communication skills.
Responsibilities
- Review biweekly and monthly payroll aspects including tax pay orders, garnishments, and retirement reconciliation.
- Assist with the intake of immigration forms and visas (F-1, J-1, H-1Bs, green cards).
- Review RFMH compliance documents, employee handbook, labor and law posters, and internal procedures.
- Prepare and deliver employee communications, including required annual notices.
- Supervise staff in the Central Office HR department.
- Oversee administration of short-term disability, FMLA, and PFL.
- Oversee benefit contributions, deductions, eligibility, and COBRA compliance.
- Oversee unemployment submission, monthly reconciliation, and quarterly payments.
- Oversee time and attendance systems and the labor distribution module.
- Oversee the posting, onboarding, offboarding process, and employee orientations.
- Perform review and intake of performance advance and promotion requests.
- Analyze Reasonable Accommodation requests.
- Test Oracle module patches.
- Manage monthly benefit billing.
- Perform annual reconciliation and preparation of W-2's, form 1042, W-2c's, and 1095 forms.
- Handle state quarterly wage reporting.
- Process employment verifications and audit requests, including E-Verify.
- Monitor shared mailbox.
- Perform other duties as assigned, including process and procedure enhancement/development.
- Occasional travel to the New York City area or other areas within New York State.
Requirements
- Bachelor's degree.
- Three years of professional human resources experience.
- Must be currently authorized to work in the United States.
Skills
- Excellent oral and written communication skills.
- Experience with Oracle HRMS, OTL, and LD modules.
- HR Certification.
- Bilingual in English/Spanish.
